Job Purpose

The Education Authority is seeking an experienced Research Officer to join our team. As a key member of our Youth Service, you will be responsible for managing our research and information systems, ensuring a coordinated approach across the region. Your primary focus will be on collecting, analyzing, and presenting data to inform our service planning and delivery.

Main Duties and Responsibilities

Information Management

  • Develop and maintain effective data systems to support our research and planning needs.
  • Provide needs-related information on distinct geographical areas.
  • Manage our Management Information System (MIS) to ensure accurate and up-to-date reporting.
  • Research, compile, and present data reports to support our service planning and delivery.
  • Assist in developing local and regional specifications to support effective Youth Service delivery.
  • Coordinate research on Youth-related issues and develop partnerships to support information sharing.
  • Ensure the effective use of ICT to disseminate information and support planning.
  • Develop staff guidance on best practice in data management and reporting.
  • Ensure the confidentiality of information and records in accordance with data protection legislation and records management policy.

Management

  • Lead a team of administrative officers to support our research and planning functions.
  • Direct, delegate, and allocate work to the team, identifying training and development needs as required.
  • Review and develop administrative practices and procedures to ensure effective regional systems are in place.
  • Manage a team to perform to their full potential, promoting their development and well-being.

Management and Staff Development

  • Develop standards of performance for the Service administrative staff and ensure they adhere to these standards.
  • Assist in developing and delivering training programs for Youth Service staff.
  • Manage a team to perform to their potential, promote their development, and provide support when required.
  • Facilitate the induction of new staff and ongoing professional development of staff in relation to service objectives and expected outputs.

Developing Partnerships

  • Develop partnerships to support information sharing across the CYPS directorate and other EA directorates.
  • Develop links with other EA officers across the CYPS directorate to support the coordination of work related to information, data, research, and planning.
  • Develop links and partnerships with external agencies to support information gathering and sharing.
  • Assist in responding to external queries and correspondence on relevant issues, providing relevant data, reports, or other information as required.

Developing Strategy, Policy, and Guidance

  • Contribute to the improvement of Youth Service processes, procedures, and systems, delivering training as required.
  • Assist in developing and managing policy, procedures, and processes related to the areas of work across the EA.
  • Contribute to the development and maintenance of EA Youth Service and CYPS Business Planning.

Other Duties

  • Represent the EA at regional strategic fora as required.
  • Undertake any other duties commensurate with the grade and scope of the position as directed by the line manager.
