Job Title: Research Officer - EU Affairs

MCS Group is proud to be partnering with the Northern Ireland Assembly to find a highly skilled Research Officer specialising in EU Affairs on a temporary basis.

Main Responsibilities:

  1. Provide timely, accurate, and high-quality research and analysis to individual MLAs, Assembly Committees, and senior managers within the Assembly Secretariat.
  2. Retrieve, synthesise, and analyse information from various regional, national, and international sources, including online databases.
  3. Author Bill Research Papers that are published prior to the Committee Stage of the Assembly's legislative passage.
  4. Produce a range of research outputs, including customised research papers, legislative analysis briefings, financial impact assessments, blog posts, data visualisations, and digital dashboards.
  5. Present research briefings to Assembly Committees and respond to Committee members' questions in public and closed sessions.
  6. Advise Assembly Committees on subject-specific aspects of forward work programmes and inquiries that focus and assist scrutiny.
  7. Support the legislative scrutiny function of MLAs, Committee Clerks, and Committees, including identifying potential witnesses and assisting with round table stakeholder events.
  8. Provide research support to Members and the Committee Clerk for Committee visits that may involve travelling with Committees to external events and longer visits to other jurisdictions.
  9. Maintain good communication with Committee Clerks, MLAs, and senior managers to understand and develop their research requirements.
  10. Forge and develop links with government officials, departmental liaison officers, external research bodies, and other parliamentary library and research services.
  11. Support the development and enhancement of parliamentary library and research services in other jurisdictions through training, mentoring, and practical advice.
  12. Oversee the work of undergraduate and postgraduate placement students working in their area and provide peer guidance to agency and new research staff.
  13. Contribute to the peer review of colleagues' research.
  14. Maintain a specialist knowledge of their research portfolio through relevant training, consultation of academic and other literature, and attendance at conferences and seminars.
  15. Contribute to the development of RaISe, including designing content for and participating in working groups as required.
  16. Comply with all of the Assembly Commission's staff policies and procedures, including Equal Opportunities and Dignity at Work policies and procedures.
  17. Manage information and records in accordance with established policies and statutory requirements.
  18. Carry out other duties that the Assembly Commission reasonably requires.

Requirements:

  1. Hold a second-class honours degree (or equivalent or post-graduate qualification) in which EU decision making was a key component.
  2. Have at least two years of work experience in conducting evidence-based/policy-oriented research requiring an understanding of EU decision making.
  3. Have a working knowledge of EU information sources, including official EU databases.
