About the Role

MCS Group is proud to be partnering with the Northern Ireland Assembly to find a highly skilled Research Officer to support their EU Affairs team on a temporary basis.

Key Responsibilities
  1. Research and Analysis: Provide timely, accurate, and high-quality research and analysis to individual MLAs, Assembly Committees, and senior managers within the Assembly Secretariat.
  2. Information Retrieval: Retrieve, synthesise, and analyse information from a wide range of regional, national, and international sources, including online databases.
  3. Bill Research Papers: Author Bill Research Papers that are published prior to the Committee Stage of the Assembly's legislative passage.
  4. Research Outputs: Produce a range of research outputs, including customised research papers, legislative analysis briefings, financial impact assessments, blog posts, data visualisations, and digital dashboards.
  5. Presentation and Communication: Present research briefings to Assembly Committees and respond to Committee members' questions in public and closed sessions.
  6. Committee Support: Advise Assembly Committees on subject-specific aspects of forward work programmes and inquiries that focus and assist scrutiny.
  7. Legislative Scrutiny: Provide specific support to the legislative scrutiny function of MLAs, Committee Clerks, and Committees, including supporting the promulgation of Private Members Bills.
  8. Research Support: Provide research support to Members and the Committee Clerk for Committee visits that may involve travelling with Committees to external events and longer visits to other jurisdictions.
  9. Communication and Collaboration: Maintain good communication with Committee Clerks, MLAs, and senior managers to understand and develop their research requirements.
  10. Professional Development: Proactively forge and develop links with government officials, departmental liaison officers, external research bodies/communities, and other parliamentary library and research services.
  11. Team Leadership: Oversee the work of undergraduate and postgraduate placement students working in their area and provide peer guidance to agency and new research staff.
  12. Quality Assurance: Contribute to the peer review of colleagues' research.
  13. Specialist Knowledge: Maintain a specialist knowledge of their research portfolio through relevant training, consultation of academic and other literature, and maintaining and developing links with subject specialists in other legislatures.
  14. Service Development: Contribute to the development of RaISe, including designing content for and participating in working groups as required.
  15. Compliance: Comply with all of the Assembly Commission's staff policies and procedures, including Equal Opportunities and Dignity at Work policies and procedures.
  16. Information Management: Manage information and records in accordance with established policies and statutory requirements.
Requirements
  1. Hold a second-class honours degree (or equivalent or post-graduate qualification) in which EU decision making was a key component of the degree.
  2. Have at least two years of work experience in conducting evidence-based/policy-oriented research requiring an understanding of EU decision making.
  3. Have a working knowledge of EU information sources, including official EU databases.
