Job Title: Director of Finance

The Scottish Qualifications Authority is seeking a highly skilled and experienced Director of Finance to join its Executive Management Team. As a key member of the team, you will provide strategic leadership and direction to the organisation's financial functions, ensuring the effective management of public funds and procurement activity.

Key Responsibilities:
  • Lead the Finance and Procurement teams, ensuring they are well-organised, skilled, and motivated to support the organisation's strategic goals.
  • Provide strategic oversight of procurement and sourcing functions, ensuring compliance with relevant legislation and implementing best business practices to maximise value to the organisation.
  • Develop and implement short-term and long-term budgeting, forecasting, and financial planning processes aligned with the business plan.
  • Ensure the organisation delivers its annual budget in line with Scottish Government's expectations and funding allocation.
  • Identify commercially astute opportunities to contribute to a sustainable financial model for the organisation.
  • Design, implement, and maintain robust financial systems and controls to ensure the integrity of all systems.
  • Provide assurance to the Chief Executive and Board on the organisation's compliance with relevant legal, audit, and regulatory requirements.
Requirements:
  • Minimum of a Degree-level qualification (SCQF level 9) and a fully qualified accountant (CCAB) with experience of operating at Executive level, ideally within the public sector.
  • Previous experience of successfully managing relationships within the public sector, including Government, and a demonstrated understanding of public sector procurement processes and financial management controls.
  • Experience of leading and delivering organisational change, with commercial acumen and outstanding communication skills.
  • Ability to maintain a strategic focus while managing business-as-usual operations.
