The successful candidate will be responsible for developing and implementing strategic procurement plans that drive long-term value and optimize Harvard's procurement processes.
Key Responsibilities:- Develop and execute procure-to-pay strategies and initiatives to optimize value and quality for all products, equipment, supplies, and services purchased with University funds.
- Provide vision and leadership for campus-wide procurement initiatives in collaboration with local procurement functions across the University.
- Manage staffing, coaching, development, direction, support, and guidance to strategic procurement staff.
- Develop and maintain strong working relationships with key stakeholders at all levels across the University, including administrative deans, financial deans, and procurement/operations teams.
- Organize and facilitate internal stakeholder groups to obtain end-user perspectives on vendor relationships and requirements, system functionality and enhancements, policies, and procedures.
- Collaborate with the Office of the General Counsel to manage legal risks of contractual agreements and with other offices within Financial Administration to ensure operational viability and support.
- Play a significant role in the development, implementation, and ongoing evaluation of eProcurement and related IT initiatives, including all aspects of the procure-to-pay life cycle, supplier enablement, contract management, electronic trading relationships, sourcing tools, project management, electronic invoicing and settlement, problem resolution, and customer support.
- Manage vendor performance and relationships to ensure that University-wide product and service agreements provide agreed-upon benefits and value, and that vendors comply with pricing and other contractual terms and conditions.
- Help ensure compliance with federal and other regulations regarding procurements and collaborate with the Office of Sponsored Programs to provide support to federal grant recipients regarding procurement regulations.
- Leverage data and analytics to continuously improve processes, strategies, and decision making.
- Stay abreast of industry trends and implement emerging technologies like AI, advanced data analytics, and automation.
- Bachelor's degree required.
- Minimum of 15 years of progressively responsible experience in a relevant field with at least 5 years of management experience required.
- Experience in procurement, general management, and electronic commerce.
- Experience with negotiations and change management.
- MBA, CSM, or CPSM preferred.
- Ability to lead and motivate professional staff in a hybrid environment.
- Expertise in developing and implementing strategic procurement roadmaps incorporating emerging technologies like AI, analytics, and automation.
- Ability to analyze complex procurement problems, challenges, and opportunities through a strategic lens.
- High level of proficiency with data analytics, metrics, and business intelligence.
- Skilled in extracting insights and making data-driven decisions, identifying areas for improvement.
- Excellent communication and presentation skills to clearly articulate strategies, business cases, and procurement's evolving roles to diverse stakeholders.
- Ability to navigate different organizational cultures, motivations, and priorities.
- Ability to facilitate change management in a way that is sensitive to organizational dynamics, culture, and politics.
- Demonstrated success building strong internal and external relationships at all levels.
- Strong change management skills to lead the procurement function through an evolving, digital transformation.
