Job Title: Senior Commercial Officer

Cedar Recruitment is seeking a highly skilled Senior Commercial Officer to join our client, a prestigious council in London. This is a permanent role that requires the successful candidate to work in South West London one day a week.

About the Role

The Senior Commercial Officer will be responsible for leading the delivery of medium value tenders, sometimes complex and over threshold, from initiation through to mobilisation. The successful candidate will demonstrate a high level of competency in commercial awareness and technical expertise across a range of projects within the Category.

Main Responsibilities
  • Lead medium value/risk tenders through all stages of the process from initiation (Gate 0) to contract mobilisation
  • Provide commissioners or other clients with pragmatic and informed advice to meet customer outcomes and value for money requirements
  • Use specialist knowledge or expertise to inform procurement strategy
  • Work collaboratively with legal and other subject matter experts to develop the form of contract, special terms and conditions, KPI's and where appropriate incentive or payment strategies
  • Prepare a procurement strategy that describes procurement findings and recommended approach
  • Assess sustainability and social value and work to maximise beneficial impacts arising through the procurement
  • Ensure that specifications and outcomes are expressed in a meaningful way that can be priced by the market
  • Prepare a tender evaluation report on completion of the tender exercise; Support the mobilisation of the contract prior to handover
  • Attend project/review board meetings as required; Ensure effective communication and engagement with stakeholders and partners (including external suppliers)
Requirements
  • CIPS level 4 or above or equivalent by experience
  • Extensive experience of running end to end procurements
  • Extensive experience of working to PCR2015
  • Ability to get into London one day a week
