Research Officer Job Description

Apple Recruitment is seeking a highly skilled Research Officer to join their team in European Affairs. The successful candidate will be responsible for providing timely, accurate, and high-quality research and analysis to individual MLAs, Assembly Committees, and senior managers within the Assembly Secretariat.

Main Responsibilities:
  • Conduct evidence-based research on EU decision-making, requiring an understanding of EU institutions and their adoption of laws and policy instruments.
  • Retrieve, synthesise, and analyse information from various sources, including online databases, to support research outputs.
  • Author Bill Research Papers and produce a range of research outputs, including customised research papers, legislative analysis briefings, and data visualisations.
  • Present research briefings to Assembly Committees and respond to Committee members' questions in public and closed sessions.
  • Advise Assembly Committees on subject-specific aspects of forward work programmes and inquiries, including input to establishing terms of reference and identifying key issues and research requirements.
  • Provide research support to Members and Committee Clerks, including supporting the promulgation of Private Members Bills and identifying potential witnesses for Committees.
  • Maintain good communication with Committee Clerks, MLAs, and senior managers to understand and develop their research requirements.
  • Forge and develop links with government officials, departmental liaison officers, external research bodies, and other parliamentary library and research services.
  • Support the development and enhancement of parliamentary library and research services in other jurisdictions through training, mentoring, and practical advice.
  • Oversee the work of undergraduate and postgraduate placement students and provide peer guidance to agency and new research staff.
  • Contribute to the peer review of colleagues' research and maintain a specialist knowledge of their research portfolio through relevant training and consultation of academic and other literature.
Requirements:
  • A second-class honours degree (or equivalent or post-graduate qualification) in which EU decision-making was a key component.
  • Strong research and analytical skills, with the ability to conduct evidence-based research and produce high-quality research outputs.
  • Excellent communication and presentation skills, with the ability to present research briefings to Assembly Committees and respond to Committee members' questions.
  • Ability to work independently and as part of a team, with strong organisational and time management skills.
  • Knowledge of EU institutions and their adoption of laws and policy instruments.
What We Offer:
  • An hourly rate based on £50,684 per annum.
  • The possibility of extension beyond the initial 6-month contract.
