About the Team

The Excise Policy Team is a dynamic and collaborative group within HM Treasury's Business and International Tax division. As a key contributor to the UK's tax agenda, the team provides expert advice on excise duties, including alcohol, tobacco, and vaping products. With a strong focus on policy development and delivery, the team works closely with government departments, businesses, and academia to drive fiscal policy and achieve the government's objectives.

About the Job

The Head of Excise Policy and Strategy role is a high-profile position that requires a strong leader to drive policy development, delivery, and strategy across broad portfolios. The successful candidate will provide leadership to a team of excise policy specialists, advising and supporting ministers on excise duties, and coordinating the development and delivery of new policies. Key responsibilities include:

  • Providing strategic leadership to the Excise Policy Team, setting clear priorities and delivering high-quality work for ministers.
  • Advising and supporting the Chancellor and other ministers on excise duties, including alcohol, tobacco, and vaping products.
  • Coordinating the development and delivery of new excise policies, including engaging with HMRC, businesses, and public health partners.
  • Developing and advising ministers on strategic reform options for excise taxes, and how they can contribute to the government's fiscal objectives and broader missions.
  • Building collaborative relationships with counterparts and seniors to ensure HM Treasury's decision-making is informed by robust evidence and that the government's objectives and policies are communicated clearly.

The role requires regular travel to London to support ministers in person in Parliament. The ideal candidate will have a strong understanding of excise policy, excellent leadership and communication skills, and the ability to think strategically and creatively.
