Job Title: Senior Pavement Engineer

About the Role:

We are seeking an experienced Senior Pavement Engineer to join our team at Connect Plus Services. In this role, you will be responsible for developing and implementing an asset management strategy to deliver efficient and effective maintenance and renewal activities to the pavement, while considering the DBFO's asset management objectives.

Key Responsibilities:

  • Develop, implement, and continuously improve an asset management strategy to deliver efficient and effective maintenance and renewal activities to the pavement, while considering the DBFO's asset management objectives.
  • Manage junior staff members and provide mentorship in their continuing development.
  • Contribute to the development and maintenance of network plans using HAPMS and the Asset Management System.
  • Provide a long-term integrated asset management and value-adding approach for pavements and assist in the development and implementation of an integrated Asset Management System.
  • Assist with the management and maintenance of Highways England's Pavement Management System (HAPMS), including network referencing, construction updates, and reporting for inclusion in the Asset Management Forward Plan.
  • Collect and manage highway inventory asset data using HD video and upload it into the Asset Management System, Agile Assets/CONFIRM databases.
  • Identify and scope maintenance, renewal, and improvement projects to overcome pavement issues.
  • Assist with the management of technical inspections and machine surveys, including planning of survey routes, assessment, and monitoring of programs, evaluation of completed surveys, identifying missing or incomplete data.
  • Provide input into the production of the Asset Management Forward Plan (AMFP) for road traffic signs to continuously develop and improve the 5- and 30-year program in order to demonstrate the management of condition to meet handback requirements.
  • Manage and react to unforeseen events, Watchman reports, and HAILS, including being available to be placed on the 24-hour call-out register at a minimum of six days in six weeks.
  • Identify and embrace change and promote innovations as the key to continuous improvement, with the identification of potential improvement funding opportunities weighted against Highways England's Value Management principles and Contract Change Impact.
  • Work closely with commercial and financial business areas to provide technical support to help the wider business understand the impact of third-party additional works and network improvement schemes on pavement assets.
  • Promote the highest standards of safety in accordance with the Zero Harm commitment implemented by Connect Plus Services.


Accountabilities:

  • Management of pavement assets.
  • Support engineers to the highest degree possible.
  • Engagement with Highways England, DBFO Co, and key stakeholders internally.
  • Liaison with the O&M team to assist on technical aspects of maintenance, including providing advice for emergency and temporary repairs to pavement assets.
  • Production of the AMFP for pavements and continuous development and improvement of the 5- and 30-year program in order to demonstrate the management of condition to meet handback requirements within the DBFO Contract.
  • Undertake and manage inspections, lifecycle analysis, Whole Life Assessment, and Asset Strategy reviews.
  • Engage in the identification and implementation of innovation across the business.
  • Act in a way that demonstrates the values of Connect Plus Services.
  • Contribute to continuously improve the Health and Safety culture across the contract.
  • Manage and react to unforeseen events, Watchman reports, and HAILS, including being available to be placed on the 24-hour call-out register at a minimum of six days in six weeks.

Requirements:

  • Qualified to degree level or proven experience.
  • Progressing towards or membership of an appropriate professional institute (e.g., ICE, CIHT, or equivalent).
  • Familiar with pavement design standards in accordance with the DMRB, MCHW.
  • General understanding of pavement operations, maintenance, and renewal and RWSC.
  • Skilled in MS Office applications.
  • A general understanding and exposure to real-time Asset databases. Willingness to apply skills to new and evolving Asset Management Systems and Tools (Agile).


Desirable:

  • Project Management and programming skills.
  • Knowledge of highway-related areas, including but not limited to, drainage and geotechnics.
  • An understanding of the commercial impact resulting from a changed operational regime, resulting from external influences.

Location:

This is a hybrid role designed to fully maximize team collaboration on the project. We expect a minimum of 3 days per week to be spent at Connect Plus Services' M25 offices.
