About the Role:
The Portsmouth City Council is seeking a skilled Housing Standards Specialist to join its Private Sector Housing service. As a key member of the team, you will be responsible for delivering effective services to those in need of assistance regarding their home. This includes the delivery of statutory functions related to housing standards and licensing of housing in multiple occupation (HMO).

Your primary focus will be on providing help and advice making homes liveable, safe, and healthy, ensuring compliance with the law while considering all available options and best practices. You will receive, assess, and act upon customer demands relating to private sector housing, particularly the private rental sector.

Key responsibilities include conducting reactive, routine, or proactive visits to private rental properties and performing Housing Health & Safety Rating System (HHSRS) assessments when necessary. You will work with landlords and tenants to find solutions to housing problems, prioritizing the tenant's ability to remain in their home whenever possible.

In this role, you will investigate complaints regarding statutory duties or regulations, carry out inspections and monitoring to ensure actions are taken and outcomes achieved, and ensure adherence to legislation and local policy regarding HMOs. Additionally, you will offer advice, guidance, and assistance to customers, ensuring regulatory compliance through education and advice.

We require a qualified professional with a level 6 qualification in housing, environmental health, environmental science, housing engineering, or construction. The ideal candidate should have experience working with stakeholders in the private rental sector to achieve desired outcomes regarding Housing Standards. They must balance prescriptive proactive regulatory regimes with reactive responses to complaints/breaches of legislation.

A full clean UK driving license is essential for this role, so you must possess one. The salary for this position is £35,235-£37,937 per annum.
