Job Summary
Connect2Luton is seeking a highly experienced and skilled Senior Financial Manager to lead the Corporate Finance Team at Luton Borough Council. The ideal candidate will have a strong background in local government finance and be able to demonstrate expertise in budget preparation, financial management, and deficit recovery.
Key Responsibilities
- Support the preparation of the council's budget and Medium Term Financial Plan, including scenario analysis and interaction with other strategies, subsidiary companies' business plans, and the Council 2040 strategy.
- Implement the requirements of the CIPFA Financial Management Code and recommendations from Corporate Peer Challenge Reviews.
- Monitor and report on the council's deficit recovery plan, including transformation savings, and conduct financial due diligence as required.
- Contribute to the preparation of the Annual Budget Report and provide information to Policy Group and other Committees.
- Undertake project-related work as required.
About the Role
This is a critical and exciting short-term position with matrix reporting to the Finance Senior Management Team. The successful candidate will have the opportunity to make a significant impact on the council's financial management and contribute to the development of the Corporate Finance Team.
Requirements
The ideal candidate will have:
Proven experience in local government finance, including budget preparation and financial management.An in-depth understanding of local government finance and the CIPFA Financial Management Code.Strong analytical and problem-solving skills, with the ability to interpret complex financial data.Excellent communication and interpersonal skills, with the ability to work effectively with senior stakeholders.Experience of working in a matrix management structure.About Connect2Luton
