Job Summary:

We are seeking a highly skilled Export Control Specialist to join our team at Westinghouse Electric Company LLC. The successful candidate will be responsible for ensuring compliance with all relevant export, import, and nuclear safeguards regulations and procedures.

Key Responsibilities:

  • Provide expert advice and guidance on export control policies and procedures to the Springfields site.
  • Review and interpret export control regulations and procedures to ensure compliance.
  • Design and implement a workflow management system to streamline export control processes.
  • Develop and maintain export control procedures and manuals.
  • Provide export control training to site personnel.
  • Conduct independent nuclear assurance (INA) activities.
  • Support new build and project initiatives.
  • Authorise end-user undertakings.
  • Attend weekly meetings with the Director of Global Nuclear Safeguards & Strategic Export Programs.
  • Maintain the global repository and ensure updates are completed.
  • Issue 'Authority to Export' documents.
  • Provide advice and guidance on licensable and reportable activities.
  • Manage trade compliance issues, queries, and anomalies.
  • Lead regular update meetings and ensure open communication with export licence owners and directors.
  • Host and organise external audits with the Export Control Joint Unit (ECJU).
  • Support customer internal audits.

License Application and Management:

  • Apply for export licences to the ECJU on behalf of Westinghouse Electric Company LLC.
  • Ensure licence conditions are adhered to and authorise exports.
  • Apply for import licences to the Office for Nuclear Regulation (ONR) on behalf of Westinghouse Electric Company LLC.
  • Authorise export/import licence signatories for the company.
  • Ensure Department for International Trade (DIT) and BEIS additional conditions are adhered to prior to export.
  • Ensure DIT conditions are adhered to upon export when using a general licence.

Regulatory Reporting Requirements:

  • Undertake activities to maintain records and produce reports to meet regulatory or governmental reporting requirements.
  • Provide monthly/weekly reporting to the Department of Energy and Science Nuclear (DESNZ).
  • Submit annual reporting to the ECJU.
  • Respond to DESNZ 'inward assurance' requests.
  • Notify DESNZ of the initial use of a new licence.
  • Submit quarterly and annual additional protocol reporting.

Key Stakeholder Relationships:

  • Develop and maintain relationships with internal and external key stakeholders, including:
  • DESNZ, ONR, Department of Trade, ECJU, Westinghouse Export Control Directors/Managers, Fuel Delivery & Contract Management, Transport, Fuel Component Supply, Product Design Group/Process Engineering, Environmental Services (Project Managers), NF New Business (Project Managers), NF UK Commercial (Project Managers).

Desirable Skills and Experience:

  • Ability to interpret instructions relating to regulatory compliance.
  • Relevant experience of trade compliance in relation to nuclear fuel, technology, and goods.
  • Previous experience of working closely with UK Government departments.
  • Knowledge of the UK Strategic Export Control Lists.
  • Professional qualification relevant to the role or a minimum of two years' experience.
  • Knowledge and understanding of relevant good practice regarding export control.
