Job Summary

This role is open to staff working at East Cheshire NHS Trust, including current employees, bank staff, ISS staff, and volunteers. The post-holder will take a lead role in financial planning and reporting of the Trust's financial income position, as well as having a key role in contracting and commissioning.

The post-holder will provide financial expertise, advice, and input for service line managers, advising on implications around National tariff and best practice tariffs.

Maintain, monitor, and report income as required both internally and externally, and present information to non-finance colleagues in an accessible form.

Provide cover for Planning and Income accountant to ensure continuous service for both external and internal stakeholders.

Main Duties of the Job

Produce accurate and timely financial information to support delivery of the Trust's financial duties. Responsible for reporting the production of monthly financial information that supports both internal and external monitoring. Supervising the workload of the other members of the income team to ensure trust deadlines are met.

Person Specification

Essential

  • AAT (Association of Accounting Technicians) member or equivalent experience or Honours Degree level

Desirable

  • Studying towards CCAB (Professional Accountancy Qualification)

Knowledge

Essential

  • Understanding of the contracting regime, and commissioner contract payment process
  • Excellent working knowledge of Microsoft applications, NHS information systems, data collection, research, and analysis.
  • Understanding of the general ledger and its feeder systems and coding structures
  • Excel to intermediate level
  • Knowledge of general accounting principles and legislation relating to budgetary control and financial management

Desirable

  • Use of Trust general ledger (Oracle)
  • Use of Trust PAS/SLAM
  • Understanding of the NHS financial regime, including PbR guidance
  • Awareness of current NHS issues
  • Microsoft Office to intermediate or advance level
  • Understanding of costing principles, and their application for CTP.
  • Awareness of SLR and PLICS (Patient Level Information and Costing System)

Essential

  • Developed interpersonal, communication (written and oral) persuasive, and facilitation skills.
  • Ability to manage staff effectively, to produce required outputs
  • Highly developed organisational skills - ability to plan and organise a broad range of complex activities and progressing multiple tasks with conflicting deadlines
  • Proven ability to work autonomously with minimal supervision, prioritising and managing own workload
  • Ability to interpret and analyse a complex range of data, facts, or situations, using judgement to solve problems or to present options / recommendations.
  • Ability to write clear concise reports and documents paying attention to detail and using a high standard of English.

Experience

Essential

  • Substantial NHS Experience
  • Experience in management of projects involving multi-disciplinary teams.
  • Confidence in working with clinicians and non-clinicians.
  • Experience of annual budget setting process, producing financial reports, and year-end accounting procedures.

Desirable

  • Knowledge of income in the NHS and financial management experience
