The Forties Pipeline System (FPS) is 100% INEOS owned and largely serves the central area of the North Sea. FPS has a nominal capacity in excess of one million barrels per day.

FPS transports crude oil and Natural Gas Liquids (NGLs) from over 50 offshore fields (including the St Fergus terminal) to the Kinneil terminal in Grangemouth. The crude and NGL products are stabilised at Kinneil where majority of the stabilised crude oil is then sent to the Dalmeny and Hound Point (DHP) terminal for tanker loading and export.

Associated gas is also processed at Kinneil into dry gas (exported to the Grangemouth refinery) and propane plus butane which is sent for LPG export.

Job Purpose

The Engineering Assurance (EA) Function provides FPS with a centralised organisation tasked with ensuring consistent execution of engineering activity across our entire business. A key element of this function is a suite of discipline Technical Authorities (TAs) and Subject Matter Experts (SMEs). The function is headed by the Engineering Assurance Manager with the TAs accountable for day to day delivery of their discipline health and direction.

Reporting to the Engineering Assurance Manager, the job holder will act as the Discipline Technical Authority for Instrumentation and Protective Systems (I&PS). In this capacity, the job holder will be accountable for establishing and maintaining a suite of I&PS standards, practices and procedures aimed at delivering consistent engineering activity across our operations and projects.

An additional accountability of this role is the development and ownership of the INEOS FPS Functional Safety Management System (FSMS). The FSMS provides clear instruction and guidance for the management of Safety Instrumented Systems in compliance with the requirements of BS EN 61511.

Key Responsibilities

  1. Act as single point of accountability (SPA) for our standards and processes relevant to the design, operation and maintenance of instrumentation and protective systems
  2. Develop and own our Functional Safety Management System (FSMS) in compliance with the requirements of EN 61511
  3. Provide I&PS engineering resource and assurance to projects and set piece activity, including formal review of external (3rd party) engineering documentation
  4. Be the arbitrator on all technical issues related to the I&PS discipline
  5. Custodian and ownership of common I&PS discipline processes such as FSA and SIS overrides
  6. Carry out and approve SIF reliability calculations
  7. Lead I&PS discipline capability through a focus on best practice, lessons learned and building a strong community of among discipline engineers
  8. Review and approve deviations to discipline standards and practices
  9. Provide technical responses to discipline related Technical Queries (TQs)
  10. Define I&PS Engineering competency requirements and provide assurance of business wide I&PS competency and discipline health
  11. Technical review and approval relevant discipline MOCs
  12. Provide I&PS expertise to incident investigations
  13. Define long term opportunities for I&PS improvements
  14. Input into I&PS related risk packs, including definition of risk reduction actions
  15. Ownership of relevant I&PS engineering contracts and participation in contractor audits
  16. Provide a company wide view on I&PS maintenance and spares strategy
  17. Ownership of compliance plans for relevant INEOS Group Guidance Notes (IGGNs), including IGGN 20 for Safety Instrument Systems and Safety Integrity Level (SIS/SIL)
  18. Lead or contribute to safety reviews, risk assessments and investigations as the instrumentation engineering focal point.
  19. Support the asset maintenance teams with the implementation of planned maintenance routines.
  20. Support the asset maintenance teams in regards to equipment breakdowns, including investigation of equipment faults and defect resolution
  21. Monitor and advise on the technical and safety implications of any maintenance backlogs
  22. Development of discipline training material for our population of engineers and technicians
  23. Development and ongoing management of Instrumentation maintenance strategies and testing procedures
  24. Technical review of deferral requests for instrumentation maintenance and repair activities
  25. Participation in the FPS incident management team as required.
  26. Adherence to INEOS 20 Principles for Behavioural and Process Safety

Qualifications and Technical Experience

  1. Degree in Instrumentation Engineering or equivalent
  2. Chartered Engineer status
  3. Deep - significant experience in Instrumentation and Safety Instrumentation Systems (SIS)
  4. Experience of Oil & Gas, Refining or Chemical Industries.
  5. Knowledge and experience of the design, operation, commissioning and maintenance of Safety Instrumented Systems to IEC 61511
  6. Comprehensive understanding and applied knowledge of relevant UK Regulatory and industry standards
