**Role Purpose**

We are seeking a highly skilled and experienced Capital Programmes Manager to join our team at Vox Network Consultants. As a key member of our Estate and Facilities Management team, you will be responsible for developing, gaining funding, and managing the capital programme and associated budgets for improving and maintaining our corporate buildings, land, and other buildings.

**Key Responsibilities**

  • Lead and support the operational management of 2 direct reports
  • Develop and expand the operating model based on agile working through an intelligence-led digital platform
  • Manage the Directorate's capital budget, working with the Head of Service to ensure capital programmes objectives agreed at Cabinet are achieved
  • Manage major construction projects to specification, time, and budget
  • Manage external third-party providers of technical advisory services
  • Manage virtual capital projects teams per each project
  • Represent the Head of Service at all internal and community forums
  • Represent the Head of Service on regional and national forums as required
  • Ensure compliance with the Council's Health & Safety policy and procedure

**Requirements**

  • Working knowledge of relevant approved codes of practice and best practice in staff management and their impact on staff and members of the public
  • Understanding of financial management processes
  • An understanding of equality issues and commitment to the aims and objectives of the Council's Equal Opportunities Policy
  • Knowledge and comprehensive understanding of the service delivery, service development, Government policy, legislative frameworks, and key issues, including equalities issues, relevant to the services
  • A good knowledge of the potential of ICT relevant to the service
  • Knowledge of successful techniques for problem-solving and resolving conflicts between competing priorities
