Compliance Officer

Purpose of the Role
Colas Ltd has a great opportunity for a Compliance Officer to join the team based in Portsmouth. Reporting to the Senior Permit Officer, you will provide guidance and support to other compliance officers and ensure all permits are reviewed and coordinated and managed accurately and efficiently to preserve the free flow of the highway network. To analyze and deal with permit applications accurately and efficiently within the agreed timescales and in line with national conditions.
Main Responsibilities
As a Compliance Officer, your key objective will be to carry out compliance inspections for all promoters of works working on the Portsmouth network. Authorizing and setting permit conditions, processing requests, monitoring works within the permitting system, liaising with third parties, and providing performance reporting data. Additionally, you will review permitting applications and conditions and issue permits, ensuring that all notices and permit applications for works are assessed and responded to within the timescales required. You will also carry out assessments of the nature, location, timing, and duration of works and other activities and events affecting Portsmouth's network, identifying potential for interaction and conflict. You will be responsible for deciding on the appropriate use of statutory controls for minimizing disruption, in accordance with the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004 (TMA), including directions for controlling works timing, challenges of works duration, and assignment of specific conditions to permits, including issuing FPN's and S74 overrun charges while on site. You will liaise closely across the Network Management Team to ensure informed and effective coordination of all works. Your role will involve being responsible for monitoring (including site visits) day-to-day works promoter compliance and performance, identifying, and resolving non-compliances and performance issues and reporting on significant or ongoing issues to the Senior Permit Officer. To ensure compliance with Company administrative procedures and the Company's Quality Assurance procedures.
Ideal Candidate
The ideal candidate will have a New Roads and Street Works (NRSWA) and a CSCS. It is essential to have experience, knowledge, and understanding of the nature of the road network. You will have experience in the area of highway engineering/street works coordination. You will have numerate and computer literate with MS Office experience, especially Word, Excel, and Outlook, and experience of successfully working to targets and tight deadlines.
