We are seeking a highly skilled Procurement Specialist to join our team at Hays Specialist Recruitment Limited. As a key member of our procurement team, you will be responsible for delivering a range of frameworks and contracts at varying complexity and values, including delivery under EU Utilities procurement law and Welsh Water company procedures.
Key Responsibilities- Develop and implement procurement strategies to support the business in achieving its objectives.
- Manage internal relationships with senior stakeholders and act as a credible expert representative of Welsh Water and the Procurement Team externally.
- Support the development of an enhanced commercial and contractual awareness across the business.
- Negotiate contractual agreements with strategic providers and satisfy day-to-day procurement requirements to ensure added value, savings, total cost management, quality, and surety of supply.
- Identify and implement strategies to manage and mitigate risks and contractual risks to the business.
- Support the delivery of innovation and cost reduction to the business in both Capex and Opex through the establishment of best practice procurement, including commercial terms, supplier relationship management, process efficiency/compliance, and benchmarking of best practice.
- Deliver cost savings and process efficiencies in own area of responsibility.
- Undertake and manage a robust, compliant procurement process, including market analysis, issue of PQQ/ITT, assessment, contract placement, and negotiation, and contract and relationship management.
- Ensure compliance with EU procurement law, legislative requirements, and Welsh Water internal procurement policy and process.
- Provide advice and guidance on the implementation of appropriate conditions of contract.
- Provide risk assessment and analysis of defined procurement strategies.
- Support the development of an enhanced commercial capability across Welsh Water.
- Identify future areas for the establishment of company procurement arrangements and manage and mitigate procurement contractual claims.
- Commercial qualification, e.g., MCIPS, is desired.
- Experience of leading OJEU-level procurement exercises.
- Experience of the utility, oil/gas, engineering sector from client-side is desired.
- Commercially focused with a proven track record of delivering cost and process efficiencies.
- Experienced negotiator, capable of operating at all levels, and experience of drafting bespoke terms and conditions.
