Licensing Services Director

South Gloucestershire Council is seeking an experienced and skilled Licensing Services Manager to lead our licensing services team.
About the RoleThis is a key role within the Council, responsible for the effective delivery of licensing services, including alcohol licenses, gambling premises, and the licensing of taxi and private hire drivers and vehicles. The successful candidate will be accountable for managing a large team of approximately 15 staff, with 3 direct reports, and will be responsible for developing services, managing budgets, and ensuring high-quality service delivery.
Key Responsibilities- Develop and deliver a range of services through the management of your team, providing expert advice on new areas of work, new legislation guidance, and income generation.
- Manage a team of approximately 15 staff, with 3 direct reports, providing a high level of support and challenge to operational staff to ensure high-quality services.
- Develop and produce an annual service plan for licensing services, identify new challenges, set priorities, performance indicators, and statutory returns.
- Monitor and review progress against policy, plans, and targets, and be accountable for the achievement of agreed outcomes.
- Lead the development of PACE/CPIA/RIPA procedures and review licensing policy against Home Office Statutory Guidance.
- Prepare and submit reports to Regulatory Committees, Cabinet, and other council meetings to enable effective decisions to be made.
- Ensure a collaborative and productive working relationship with partners and internal colleagues to deliver on the licensing objectives.
- Education to degree level or equivalent professional qualification.
- Substantial relevant experience in licensing, including knowledge and expertise in licensing service processes, policy, and procedures.
- Ability to ensure a consistent customer-driven service delivery, with high professional standards, and undertake continuous improvement.
- Leadership experience, with the ability to manage and develop a large team, and lead work priorities to meet customer satisfaction and legislative requirements.
- Experience of developing and maintaining complex partnerships and proven stakeholder management skills.
- Experience of managing, implementing, and coordinating large complex projects, policy development, and the achievement of operational plans.
