Project Development Manager

At Leap29, we are seeking a highly skilled and experienced Project Development Manager to lead our project teams in delivering complex projects within the Oil and Gas Industry.

Key Responsibilities
  • Manage and coordinate project teams, including project engineering managers, project engineers, engineering disciplines, project services, and third-party contractors.
  • Ensure project delivery within budget, plan, and to agreed corporate and client HSSE and Quality standards.
  • Develop and implement project plans, including resource allocation, staffing, office facilities, IT infrastructure, and IM strategy.
  • Monitor project progress, identify and mitigate risks, and implement corrective actions as necessary.
  • Provide leadership in HSSE and QA/QC, approving project plans and monitoring effective implementation.
  • Support project and corporate quality audits, ensuring compliance with QA/QC and HSSE standards.
  • Establish and resource project requirements, including staffing, office facilities, IT infrastructure, and IM strategy.
  • Regularly review demobilisation plans and project progress to minimize cost and overheads.
  • Manage the initial mobilization of the core project team, ensuring all necessary activities are reviewed, actions assigned, timescales agreed, and relevant parties briefed.
  • Approve the Project Execution Plan (PEP) and subsidiary coordination procedures for the project.
  • Ensure effective implementation and support project and corporate quality audits.
  • Provide leadership for technical reviews, such as HAZOP, HAZID, value engineering, design integrity, and 3D Model reviews.
  • Accountable for the entire project budget and contract, coordinating all activities for successful project initiation, execution, and close-out.
  • Oversee all coordination between clients, engineering, subcontractors, and external or internal agencies.
  • Manage project personnel to ensure progress monitoring is effective and enabling control of the project budget.
  • Establish mechanisms and specific processes for external and internal progress monitoring and reporting against the project plan.
  • Manage project to deliver gross margin, ensuring a change management process is administered and corrective action is agreed and implemented as variations from plans occur.
  • Responsible for all management, commercial, and technical decisions relating to the project.
  • Consult with the Project Sponsor or Project Director on major issues relating to the contract or company relationship and implement recommendations for resolution.
  • Supervise the entire project team, typically up to 10-15 personnel, including project personnel, engineers, designers, project services, and third-party contractors.

Requirements:

  • Significant related project management experience working for engineering/client organizations in the Oil and Gas Industry.
  • Experience of managing FEED and Detailed Design projects.
  • Thorough knowledge of Safety and Quality procedures.
  • Excellent knowledge of planning and project controls.
