Job Summary:

The Academic Accounting Finance Business Partner will play a pivotal role in providing strategic support to the council's service areas. This includes implementing the business partnering function, providing financial advice, and managing operational performance. The successful candidate will work closely with stakeholders to ensure the best use of limited financial resources and provide strategic financial insight and intelligence.

Key Responsibilities:

  1. Provide financial advice and support to service areas, demonstrating depth of knowledge, expertise, and customer focus.
  2. Manage and report on operational performance for the business partnering team.
  3. Assess situations from a commercial, business, or finance perspective and provide appropriate financial advice to support complex business decisions.
  4. Work closely with stakeholders to ensure best use of limited financial resources.
  5. Provide revenue monitoring, capital monitoring, budget setting (revenue and capital), MTFS setting, and closure of accounts.
  6. Support the council's leadership at all levels and develop a strategic and workable response to financial challenges.
  7. Proactively lead financial advice and support to defined service areas, particularly with reference to revenue and capital monitoring.
  8. Ensure financial information is relevant and balanced and is received by decision-takers at the appropriate level.
  9. Use financial data analytics to better inform budget monitoring and longer-term financial planning.
  10. Ensure managers within service areas receive financial management training and are aware of Financial Regulations.
  11. Continuously review, update, and report on quantified financial risks and opportunities.
  12. Advise Strategic Business Partners on matters that should be referred to the Chief Financial Officer.
  13. Work closely with Strategic Business Partners to contribute towards the development of the Integra Financial Management System.
  14. Lead, manage, and motivate staff through excellent communication, professional guidance, support, and development.
  15. Be customer-focussed and develop self-service underpinned by reducing finance support.
  16. Ensure effective financial support to programmes and projects.
