Job Summary

University Hospital Southampton NHS Foundation Trust is seeking a highly skilled and experienced professional to fill the role of Head of Planning and Productivity. This is an exciting opportunity to join a dynamic team and contribute to the success of the Trust.

About the Role

The Head of Planning and Productivity will be responsible for providing strategic leadership for business/service developments, annual and longer-term planning, and financial and productivity improvement across the Trust. This will involve working closely with senior leaders, directors, and clinicians across the organisation, as well as with colleagues outside the trust in ICBs, Networks and NHS England.

Key Responsibilities
  1. Lead the development and delivery of programmes contributing to productivity and financial improvement within UHS, while maintaining quality of care to patients.
  2. Provide strategic leadership for the Planning function within UHS, including the development of processes, education programmes, and quality assurance.
  3. Lead the development of complex appraisals and proposals which are of significant importance to the Trust as a whole, including formal bids or cases for HIOW ICB and NHS England approval.
  4. Contribute to the Annual Operating Plan, including assessment of external requirements, coordination between UHS functions, and preparation of options to respond to key Trust challenges.
About You

To be successful in this role, you will need to have significant experience in leading a function or programme and in managing people. You will also need to have broad experience with the NHS and experience in an Acute Hospital setting will be a significant advantage. Business management qualifications and/or experience would be beneficial, for example in business case preparation, project/programme management, or financial management.

A strong and enduring commitment to improving both the quality and cost-effectiveness of NHS services is essential. You will also need to have advanced leadership qualities, including the ability to lead teams and empower people to deliver results.

Person Specification

Qualifications

  • First degree or equivalent experience
  • Evidence of post-qualification study/professional development to master's level (post grad certificate/MBA/MSc) or equivalent experience
  • Specialist qualifications or equivalent experience in a related discipline such as Programme and Project Management, Business Case preparation in the public sector, or accountancy

Knowledge and Experience

  • Substantial experience in management role including substantial recent experience in an acute hospital setting
  • Evidence of advanced leadership qualities and leading teams
  • Broad knowledge of the NHS, with up to date understanding of performance management regimes, NHS financial framework and NHS operating plan
  • Clear understanding of budgeting, investment and savings approaches in an NHS context
  • Experience of leading change through empowering people and holding them to account
  • An understanding of the complexity of service delivery in a large organisation
  • Demonstrable commitment to ensuring that each pound of NHS funding delivers maximum patient benefit, and that NHS services are delivered in a safe and effective manner
