About the Job

We are seeking a highly skilled Public Highway Compliance Officer to join our team at Essential Employment. This is a temporary ongoing contract, initially raised for 3 months.

The ideal candidate will have extensive knowledge and understanding of Network Management, New Roads and Street Works Act 1991, Traffic Management Act 2004, Highways Act 1980, Permit Scheme Regulations 2008, London Permit Scheme, and highways maintenance, highway enforcement, health and safety, SM, and customer care experience.

Responsibilities:

  1. Carry out regular site visits in relation to the New Roads and Street Works Act, Traffic Management Act, Road Traffic Regulation Act, and Safety at Street Works Code under the 'Code of Practice for Inspections', ensuring they are carried out with an integrated inspection programme for all relevant permits.
  2. Risk assess all defects found and prioritize for repair, ensuring that any CDM issues have been highlighted.
  3. Identify, register, issue, and maintain a record of repairs necessary to maintain the Public Highway.
  4. Enforce the compliance & CoP's aspects of NRSWA, LoPS, and the TMA, including the issuing of Fixed Penalty Notices related to the London Permit Scheme.
  5. Ensure Section 74 Charge compliance, Section 72 reinstatement defect compliance, and Section 50 planning & compliance to maximize conformity under the Acts.

Requirements:

  • Detailed knowledge and understanding of Network Management, New Roads and Street Works Act 1991, Traffic Management Act 2004, Highways Act 1980, Permit Scheme Regulations 2008, London Permit Scheme, and highways maintenance, highway enforcement, health and safety, SM, and customer care experience.
  • Excellent communication skills and ability to work effectively with stakeholders.
