About the Role

We are seeking a skilled Lead Business Analyst to join our dynamic team within the Social Security Programme Division. This role is pivotal in enhancing public services for the citizens of Scotland.

About Us

The Social Security Scotland Programme Directorate is tasked with the design and implementation of devolved benefits, facilitating the delivery of millions of payments annually to a significant population.

Your Responsibilities

As a Lead Business Analyst, you will:

  • Utilize various analytical techniques to assess the current operational state, including people, processes, and technology.
  • Plan and execute comprehensive data analysis and process modeling.
  • Map business processes to established business rules.
  • Foster relationships with key stakeholders across technical and business domains.
  • Organize and lead workshops with stakeholders and users to gather insights.
  • Support the identification and analysis of options to enhance outcomes for citizens and organizations.
  • Create and develop business analysis documentation in line with project specifications.
  • Develop user stories with clear acceptance criteria.
  • Collaborate with training teams to ensure effective knowledge transfer.
  • Promote a culture of continuous improvement by regularly analyzing and enhancing key processes.
  • Advocate for user needs within the broader context of the Scottish Government.
  • Work with subject matter experts to create relevant Knowledge Management materials.
  • Identify and design scenarios for testing, collaborating with testing teams on planning activities.

Essential Skills and Experience

The ideal candidate will possess:

  • Extensive experience in business analysis within a digital, policy, or project environment.
  • Strong relationship management capabilities with stakeholders in both technical and business settings.
  • Proficiency in process mapping and gathering business requirements.
  • Experience working in an agile, multi-disciplinary team environment.
