This is an excellent opportunity to join The Scottish Government in the Social Security Programme Division as a Lead Business Analyst, playing a crucial role in delivering essential public services for the citizens of Scotland.

About Us

The Social Security Scotland Programme Directorate has been established to design and implement devolved benefits for Scotland, facilitating the distribution of 16.5 million payments annually to approximately two million individuals.

This role is situated within the Programme Management and Delivery Division, supporting various teams throughout the programme.

Utilizing the latest tools, technologies, and methodologies, we aim to create user-focused systems, services, and processes that enhance capability and enable the effective delivery of devolved benefits in Scotland.

Key Responsibilities

As a Lead Business Analyst, your responsibilities will include:

  • Employing a variety of analytical techniques to assess the current state of people, processes, and technology within customer organizations.
  • Planning, conducting, and analyzing diverse data and process models.
  • Mapping business process flows to business rules, including authorization paths.
  • Building and nurturing relationships with key stakeholders in both technical and business environments.
  • Organizing, leading, and facilitating workshops with stakeholders and users.
  • Supporting the identification and analysis of options to enhance outcomes for citizens and organizations.
  • Creating and developing business analysis products in alignment with project requirements.
  • Developing user stories while ensuring acceptance criteria are consistent.
  • Collaborating with training teams to ensure effective knowledge transfer.
  • Fostering a culture of continuous delivery and improvement, ensuring key processes are regularly reviewed and enhanced.
  • Advocating for the importance of user needs within the broader context of the Scottish Government.
  • Working with subject matter experts to develop relevant Knowledge Management materials.
  • Identifying and formulating scenarios for testing, collaborating with testing teams to plan testing activities.

Essential Skills and Experience

To be successful in this role, you will need:

  • Extensive experience in business analysis within a business, policy, or digital project context.
  • Exceptional relationship management skills when engaging with key stakeholders.
  • Proficiency in process mapping and gathering business requirements.
  • Experience working within an agile, multi-disciplinary team environment, with the ability to deliver iterative design components to the development team.
