Head of Carbon and Energy Tax

We are seeking a highly skilled and experienced professional to join our team as a Head of Carbon and Energy Tax. This is an exciting opportunity to lead a team of experts and contribute to shaping the UK's tax policy on carbon and energy.
The successful candidate will have a strong background in tax policy, with a focus on carbon and energy taxation. They will be responsible for providing strategic oversight and leadership to the team, as well as developing and implementing policies to support the government's net zero agenda.
The role will involve working closely with other government departments, including DESNZ, DEFRA, and DfT, as well as with HMRC and other stakeholders. The successful candidate will need to be able to communicate effectively with senior decision-makers and influencers, both internally and externally.
We are looking for someone who is passionate about leading inclusive teams and can grasp complex policy issues. They will need to be able to think strategically and creatively about how to resolve them, deliver effectively through others, and skilfully manage relationships with a broad range of stakeholders.
Key Responsibilities- Advising and supporting the Chancellor and Exchequer Secretary on all issues related to carbon and energy taxes.
- Working closely with DESNZ, DEFRA, DfT, and the Devolved Governments to lead the development and implementation of the Emissions Trading Scheme (ETS).
- Overseeing the development and delivery of the new Carbon Border Adjustment Mechanism, working closely with HMRC and trade colleagues in the CBAM Virtual Team.
- Developing and advising ministers on the case and options for strategic reform of energy taxation.
- Building collaborative relationships with counterparts and seniors in HMT, DESNZ, DBT, the OECD, the EU, and in businesses, experts beyond Whitehall, and other interested parties.
- Ability to provide effective, inclusive, and supportive leadership to a group of staff to deliver high-quality work at pace and under pressure.
- Comfortable operating at a strategic level, balancing fiscal, economic, and political objectives.
- Ability to lead work on complex policy issues that develop creative solutions and balance competing objectives.
- Ability to communicate effectively with senior decision-makers and influencers, both internally and externally.
Alongside your salary of £67,520, HM Treasury contributes £19,560 towards you being a member of the Civil Service Defined Benefit Pension scheme.
