Job Title: Strategic Capital Programme Manager

Job Summary:

We are seeking a highly skilled and experienced Strategic Capital Programme Manager to join our team at Carrington Blake Recruitment. The successful candidate will be responsible for developing, managing, and delivering the Council's capital programme and associated budgets.

Key Responsibilities:

  • Develop and manage the capital programme and associated budgets for improving and maintaining the Council's corporate buildings, land, and other buildings.
  • Provide advice to the Head of Estate & Facilities Management on achieving the council's objectives, including policy and strategy development.
  • Support, plan, and deliver the strategic framework for estate and facilities management services within the council.
  • Actively contribute to council-wide and Directorate initiatives by implementing priorities and objectives.
  • Develop and manage operational teams within the service and coordinate the council's overall approach to achieve positive outcomes.

Job Context:

  • Lead and support the operational management of 2 direct reports.
  • Continuous development and expansion of the operating model based on agile working through an intelligence-led digital platform.
  • Responsibility for the management of the Directorate's capital budget working with the Head of Service to ensure capital programmes objectives agreed at Cabinet are achieved.
  • Manage major construction projects to specification, time, and budget.
  • Manage external third-party providers of technical advisory services.
  • Manage virtual capital projects teams per each project.
  • Represent the Head of Service at all internal and community forums.
  • Represent the Head of Service on regional and national forums as required.

Generic Duties:

  • Ensure that capital expenditure, including all projects funded externally, is completed in accordance with agreed schedules.
  • Implement, maintain, and develop performance management systems to meet statutory and corporate reporting requirements.
  • Evaluate the environmental impacts of services and take action to minimise these impacts over time.
  • Support the operation of local and general elections when requested by the Returning Officer.
  • Contribute to the overall management and strategy of the Directorate.

Main Duties / Accountabilities:

  • To be the Council's lead officer in the delivery of these services, providing professional advice and guidance.
  • Lead multi-disciplinary teams including professional services contractors and employer's agent to ensure all capital projects are delivered.
  • Identify and manage risks, issues, and mitigating actions, including the production of project reports as required.
  • Support the Head of Estate and Facilities Management to develop best practice for the functional areas of responsibility.
  • Undertake other reasonable duties consistent with the grade and level of post.
  • Continue the service proactive involvement in the development of an all-inclusive programme to support the council's arrangements on community consultation and engagement.
  • Ensure compliance with the Council's Health & Safety policy and procedure.
  • Establish operational partnerships that influence and drive stakeholders and achieve desired outcomes.
  • Manage the contractual change protocol to ensure negotiations with contractors as required.
  • To develop and foster relationships with government departments, professional bodies, other local authorities, and partner organisations.
