Housing Regulation Officer

Fixed Term Contract/Secondment for 12 months

As a key member of the Housing Regulation team within the Private Sector Housing service for Portsmouth City Council, you will play a crucial role in delivering responsive and effective services to individuals who approach the council for assistance with their homes. This includes the delivery of statutory functions related to housing standards and licensing of housing in multiple occupation (HMO).

The successful candidate will be responsible for ensuring compliance with the law in a timely and appropriate manner, while maintaining a high regard for best practice and regulatory requirements. Key duties will include:

Key Responsibilities
  • Receiving, assessing, and acting upon customer demand related to private sector housing, particularly the private rental sector.
  • Conducting reactive, routine, or proactive visits to private rental properties and undertaking Housing Health & Safety Rating System (HHSRS) assessments as necessary.
  • Working with landlords and tenants to resolve issues related to housing provision, aiming to keep tenants in their homes wherever possible.
  • Investigating complaints related to statutory duties or regulations.
  • Carrying out inspections and monitoring to ensure actions are taken and outcomes are achieved.
  • Ensuring compliance with legislation and local policy regarding HMOs, providing information on licence conditions as needed.
  • Providing advice, guidance, and assistance to customers, ensuring regulatory compliance through education and advice.

The ideal candidate will possess a level 6 qualification in housing, environmental health, environmental science, housing engineering, or construction, and be working towards or hold associate level CIEH membership, member level of the CIH, or membership of another relevant body. Demonstrable experience in working with stakeholders in the private rental sector to achieve the right outcomes with regard to housing standards is essential.

The successful candidate will be able to balance prescriptive proactive regulatory regimes with reactive responses to complaints/breaches of legislation, gathering evidence and maintaining clear records to determine necessary actions for non-compliance. They will have knowledge and experience of housing legislation and processes around enforcement, particularly in the private rental sector and HMOs. A demonstrable knowledge of surveying residential property and the ability to undertake a full property inspection are also required.

The role requires a good working knowledge of Microsoft Packages (including Word, Outlook, and Excel) and databases. A full clean UK driving licence is essential for this position.
