Job Title: Head of Service - HR, Workforce Planning & OD

Main Purpose of Role:

To contribute to the success of Exeter City Council by delivering strategic and operational support to the HR, Workforce Planning & OD service. To provide exceptional leadership and management that ensures the Council delivers its vital services effectively.

Main Duties and Responsibilities:

  • Collaborate with the Operational Management Board, senior management, and stakeholders to drive the delivery of Council services.
  • Embody the Council's values and behaviour protocols to maintain a positive corporate image and reputation.
  • Lead the development and management of the Council workforce, fostering a professional and supportive environment that champions EDI and enhances the Council's reputation as an Employer of Choice.
  • Contribute to the operational management team, promoting a collaborative approach to leadership.
  • Provide leadership and direction on data principles, policy, standards, quality, prioritisation, and usage across the organisation.
  • Work with local political leadership to ensure elected members' will is expressed and understood by Council officers.
  • Develop an organisational culture that is open to innovation, continuous improvement, and new models of service delivery.

Key Responsibilities as Head of Service for HR, Workforce Planning & OD:

  • Lead the management, development, and performance of HR, Workforce Planning, OD, EDI & Safeguarding, Health and Safety at Work, Wellbeing, HRIS & Payroll services.
  • Contribute to HR & OD strategic plans and effective HR policies that influence Council services.
  • Maximise the use of data, analytics, and trends to drive continuous improvement and efficiency across the Council.
  • Champion positive performance management and lead initiatives to create a diverse and inclusive workforce.
  • Lead the delivery of EDI and Safeguarding, ensuring training and policies are effective with excellent employee engagement.
  • Take ownership of organisational development and lead initiatives that create efficient and cost-effective directorates.
