We have an exciting opportunity for a Principal Transport Planning Officer to join our team at Positive Employment. The successful candidate will be responsible for managing 3rd party developer's applications and legal agreements under various sections of the Highway Act 1980, ensuring that proposals meet technical approval standards and sustainability requirements.

Responsibilities:
  1. Economic sustainable development and adoption of highways within the County, aligning with council policies and strategies.
  2. Providing expert advice and guidance to planning officers, developers, agents, and internal stakeholders on Transport Development design, construction works, and associated legal agreements.
  3. Attending meetings, technical groups, and stakeholder forums as required, representing the Highway Authority in discussions with developers and public sector officers.
  4. Calculating Bond and fee values for each development scheme in line with policy and maintaining detailed records of fee income.
  5. Acting as leading officer on the issuance of Advanced Payment Code (APC) notices under Section 220 of the Highways Act 1980.
  6. Supporting the Highway Legal Agreements Team Leader and deputising as necessary.
  7. Instructing legal officers to prepare and enter into legal agreements with 3rd party developers and advising as required.
  8. Managing efficient data input into the Highway Legal Agreements team database.
Benefits:
  • £40.38 per hour.
  • IR35 applies to this role.
  • 37 hours per week, Monday to Friday, 9:00am - 5:00pm.
