Job Title: Accountancy Services Manager

Macildowie Recruitment and Retention is delighted to be partnering with Blaby District Council in the appointment of a new Accountancy Services Manager.

About the Role

The successful candidate will lead the finance team in the management of the authority's financial operations, promoting a positive, ambitious, high-performing environment and fostering a culture of continuous improvement.

Key Responsibilities
  • Manage the Accountancy Team, ensuring adequacy of service cover and staff performance.
  • Support the Finance Group Manager in producing and publishing the Council's annual accounts, complying with accounting and statutory requirements.
  • Directly line manage, develop, and mentor 4 members of the team.
  • Be responsible for in-year completeness, accuracy, and timeliness of the financial ledgers, including control accounts.
  • Oversee budget monitoring and act as the key contact with budget managers.
  • Manage and control all treasury operations and taxation functions.
  • Compile, verify, and submit grant and statistical returns to Government Departments and professional bodies.
  • Deliver routine, budget monitoring, performance management, and ad-hoc reports for management information and Cabinet/Council.
  • Ensure Accountancy Services staff and key colleagues are briefed on changes in requirements.
  • Be the first point of contact for Internal and External Audit.
  • Carry out other duties as necessary.
Requirements

The successful candidate will be a qualified accountant (CIPFA, ACCA, ACA, or CIMA) or a highly experienced local authority finance professional. They will be a pro-active, confident, and engaging leader, keen to get hands-on in working collaboratively across the authority to improve service levels, fostering a high-performance culture.
