The University of Glasgow is seeking a highly skilled and experienced Hub Manager to lead the operational and business development team of the Glasgow-led Hub for Quantum Enhanced Position, Navigation and Timing (QEPNT). The successful candidate will be responsible for ensuring the smooth delivery of QEPNT, a prestigious programme in the UK's National Quantum Technology Programme.
Main Duties and Responsibilities- To support the development and implementation of the QEPNT strategic framework.
- Responsible for the overall day-to-day operational management of the project on behalf of the Hub leadership team, including assessing project needs, preparing timelines, identifying key milestones and project work plans, and ensuring that deadlines and deliverables are achieved.
- Working with the Principal Investigator and Director to provide leadership and direction to the QEPNT operational and Business Development teams and ensure alignment to important internal and external information deadlines and meeting schedules.
- To engage with new opportunities as they arise to deliver value to the research and partner communities.
- Develop and maintain an accurate spend profile for the project that meets funder requirements.
- Ensure partner spend plans and commitments are delivered within budget including the assessment and management of spend risks for core budget.
- To proactively manage close working links and acting as the key interface with the EPSRC's appointed programme manager to ensure that University and EPSRC timelines are integrated.
- To identify and resolve a wide variety of complex issues using specialist knowledge and a high degree of initiative.
- To develop and regularly review performance against the Hub's key performance indicators (KPIs), produce collated reports and to be the responsible owner for the risk management framework.
- To ensure effective communications are in place with all stakeholders including consultation and management of expectations.
- To prepare and deliver written and oral reports on finances and project outcomes for the Hub Management Board, funders and other stakeholders as requirements.
- To support Hub management engagement with the Hub Independent Advisory Board and Strategic Advisory Board, or any new organisational structures that may emerge in response to funder requirements.
- Line management of the Hub Communications, Marketing and Outreach Manager and Hub Finance Coordinator.
- To proactively engage with UK Government Departments and Agencies to ensure that the programme is aligned to Government policy and supporting Government needs.
The successful candidate will have a strong track record of successful staff leadership and management, including target setting and performance management. They will also have experience of working in a research-intensive environment and be able to demonstrate the competencies required to undertake the duties associated with this level of post.
The ideal candidate will have a comprehensive working knowledge of financial management, with an ability to manage and control budgets, analyse financial data and have in-depth knowledge and understanding of project/programme management methodologies.
They will also have well-developed knowledge of university systems and services and how they relate to externally funded projects, as well as understanding of policies surrounding research management, including Trusted Research, export control and Responsible Research and Innovation.
SkillsThe successful candidate will have organisational skills, relating to one's own work and that of others to direct effort to key areas, stakeholder management skills, including understanding and managing competing stakeholder needs both internal to the University of Glasgow and with partner institutes and businesses.
They will also have analytical and problem-solving skills, as applied to technical and non-technical hurdles, ability to assess critical situations accurately and quickly and make the correct decisions, ability to motivate project team members and to develop strong working relationships at all levels.
The ideal candidate will also have proven high-level communication skills, including presentation skills, obtained through representational, influencing and/or negotiating activities, ability to influence, liaise and co-operate with people across organisational boundaries, including senior management and expertise in management of teams.Experience
The successful candidate will have project/programme management experience in both small and large projects and a demonstrable track record of successful staff leadership and management, including target setting and performance management.
They will also have experience of working in a research-intensive environment and be able to demonstrate the competencies required to undertake the duties associated with this level of post.Terms and Conditions
The salary for this post will be Grade 8, £48,350 - £56,021 per annum.
This post is full time (35 hours per week), and has funding for up to 5 years in the first instance.
