Job Title: Building Control Team Leader

MMP Consultancy is seeking a highly skilled and experienced Building Control Team Leader to oversee the Building Control function for a council based in West Sussex. This is a temporary position initially for a period of 3 months subject to extension. The successful candidate will manage a small team of Building Inspectors, ensuring compliance with building regulations related to health, safety, sustainability, energy conservation, and design.

Key Responsibilities:
  1. Lead and supervise a team of Registered Building Inspectors to ensure service objectives and performance targets are met.
  2. Manage administrative and technical processes of building control, including enforcement actions, to ensure compliance with relevant legislation and building standards.
  3. Provide training, mentoring, and support to team members, ensuring they maintain professional competence through continuous development.
  4. Oversee building control applications, ensuring fees are correct, information is compliant, and applications meet building regulations.
  5. Establish inspection plans, allocate inspections, and monitor compliance and performance across your team.
  6. Undertake risk assessments on structural calculations and authorise additional checks when necessary.
  7. Conduct site inspections, assess compliance, negotiate solutions, and, when required, enforce regulations to ensure safety and quality standards.
  8. Respond to dangerous structures and liaise with emergency services to provide effective solutions, including out-of-hours attendance.
  9. Represent the Council as a professional witness in legal proceedings and consultations with statutory bodies.
  10. Provide technical advice to the public, Council departments, and external stakeholders.
  11. Maintain accurate records using IT systems and manage complaint and dispute resolution processes.
Requirements:

To be considered for this role, you must have:

  1. Registration as a Building Inspector with the Building Safety Regulator at Class 2A, B, C, D, E, or F.
  2. Strong managerial and decision-making skills, with relevant experience in building control.
  3. Comprehensive knowledge of building legislation, regulations, and professional codes of practice.
  4. Demonstrable knowledge of construction methods, techniques, and materials.
  5. Financial acumen and an understanding of local government service delivery.
  6. Excellent communication, leadership, and presentation skills, with a proven ability to manage a team effectively.
  7. Proficiency in IT, with experience in data input and using relevant office software.
Desirable Criteria:
  1. Class 4 Technical Manager registration (ideally).
  2. Membership in a relevant professional body (e.g., RICS, CABE, CIOB) and evidence of continuous professional development (CPD).
  3. Familiarity with local government services and procedures.
  4. Willingness to pursue further registration at Class 3G and H as required by the service.
