Job Summary

We are seeking a skilled professional to join our Housing and Homelessness Directorate as an Empty Homes Officer. This is a fixed-term position until 03/11/2025, offering the opportunity to develop a high-quality empty homes service and strategy for the City of Edinburgh Council.

Key Responsibilities
  • Develop and implement the Council's strategic approach to private sector empty homes, focusing on increasing housing supply and improving private sector housing conditions in Edinburgh.
  • Work in partnership with other council services and external agencies to investigate, monitor, and report on the number of empty and second homes brought back into use, and target enforcement action to meet the Council's strategic approach.
  • Manage and resolve complex, long-term empty homes cases at an operational level.
  • Contribute to the development of a comprehensive empty homes strategy, aligned with the Council's housing needs.
Requirements

To be successful in this role, you will need:

  • Excellent communication and interpersonal skills, with the ability to build positive relationships with stakeholders.
  • Strong analytical and problem-solving skills, with the ability to investigate and resolve complex issues.
  • Knowledge of housing policy and legislation, with a focus on private sector housing.
  • Experience of working in a similar role, with a proven track record of delivering results.
What We Offer

We offer a competitive salary range of £36,312 - £42,717 per year, with opportunities for annual increases. Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
