Key Responsibilities
  • Provide expert guidance to councillors and senior officers on heat decarbonisation and network strategies, including compliance with proposed heat network zoning regulations.
  • Oversee the planning, procurement, and management of heat pump and network projects, including feasibility assessments and business case development, in collaboration with Housing and Corporate Assets.
  • Manage and expand heat networks in the borough, building upon existing energy master plans and ongoing projects, including those led by the Council, DESNZ, GLA, and third-party developers.
  • Act as a change agent by engaging with both internal and external stakeholders, staying informed about advancements in energy and heat decarbonisation.
  • Lead efforts to secure funding for heat decarbonisation initiatives, including revenue and capital applications, and ensure effective implementation.
  • Provide strategic advice on balancing building retrofits and clean heating system deployment, working with experts as needed.
  • Represent the Council in external forums related to net-zero carbon heat, including collaboration with other boroughs and regional bodies.
Essential Knowledge & Skills
  • Comprehensive understanding of heat decarbonisation strategies, projects, markets, and policies.
  • Technical expertise in heat pumps and networks; relevant qualifications are advantageous.
  • Proven experience in designing and delivering heat decarbonisation projects, with a track record of securing funding from sources like PSDS, HNDU, HNIP, and GHNF.
  • Skilled in developing policies and strategies that align with organisational priorities.
