Learning and Development Officer

About the Role
Fife Council is seeking a highly skilled and experienced Learning and Development Officer to join our team in the Scottish Building Standards Hub (SBSH). As a key member of the Learning and Development Unit, you will play a vital role in developing and implementing training and learning activities to support the operational and skills development needs of local authority building standards services.
Key Responsibilities
- Assist in the planning, research, design, and delivery of training, learning programmes, and e-learning packages to meet the needs of local authority building standards services.
- Contribute to training-related national workstreams and initiatives.
- Develop high-quality digitized training material and courses, and maintain the SBSH's online learning management system and skills builder platforms.
- Work with key stakeholders to develop and embed robust training and learning opportunities, supporting consistency and investment in skills.
- Represent the SBSH and the Learning and Development Unit at national meetings, workshops, and engagement sessions.
- Support the Learning and Development Manager in monitoring and evaluating learning and development activities, including identifying priorities from skills gap analysis.
- Maintain and review the effectiveness of training and development systems used.
- Assist in promoting the LABSS Ambassadors Network and national schemes to attract new people to the profession.
Requirements
- Knowledge of policy and legislation related to local authority building standards services and experience of training/mentoring others in building standards or a related construction field.
- Knowledge of learning styles, including eLearning and blended learning using PowerPoint, software packages, and online media.
- Education to SCQF level 8 in a building standards or related construction field.
- Experience of preparing information for dissemination, time management, negotiating and influencing, engagement, motivational and leadership skills, creating and maintaining effective internal and external networks, and communication skills.
