HR Policy and Operations Specialist

We are seeking a highly skilled HR Policy and Operations Specialist to join our team at South Gloucestershire Council. As a key member of our HR Policy and Operations Team, you will be responsible for delivering a range of HR services across the council, including employee relations, HR policy development, workforce data analytics, and employee lifecycle services.
You will make a significant impact by using your HR and systems knowledge to solve standard problems and deliver solutions to our internal and external customers. Your expertise will be essential in providing support for organisational projects, such as annual benchmarking, requests for ad hoc reports, and Freedom of Information (FOI) requests relating to HR data.
Key Responsibilities- Produce regular standard and ad hoc reports related to HR workforce data.
- Support the provision of data, analysis, and evaluation for client departments, enabling the organisation to understand its staff establishment and profile and monitor performance against identified people metrics (key performance indicators).
- Respond to or signpost queries relating to workforce data, Freedom of Information requests, and query resolution.
- Support organisational projects such as annual benchmarking, staff surveys, and system-related improvements relating to HR data.
- Ensure the content of MyHR (the Council's main source of self-serve advice and guidance on the internal intranet) is updated and maintained as required, publishing workforce data and ensuring communications with managers and staff are clear and timely.
- Provide support for council-wide employee relations administration processes, including employee appeals and HR/Trades Unions meetings, ensuring timely responses to queries.
- Experience in HR and an understanding of employment policies, procedures, and the legislative framework.
- Strong HR systems and data management skills.
- Ability to produce and analyse HR data using Excel and Cognos as required.
- Ideal candidate will hold or be working towards a foundation Human Resources qualification such as the CIPD Certificate in Personnel Practice and have a willingness to develop their knowledge and experience.
- Experience of writing for and publishing to the intranet/internet would be advantageous.
