Job Summary

The Deputy Director of Estates and Facilities will provide strategic direction and advice on the estate, ensuring it is safe, fit for the future, and managed effectively and efficiently. This role holds corporate and professional responsibility for estates and facilities service standards, governance, policies, financial management, statutory and regulatory compliance, and risk management.

Key Responsibilities
  • Develop and implement strategic plans for the estate, ensuring alignment with the organization's goals and objectives.
  • Provide expert advice on estates and facilities management, including budgeting, procurement, and contract management.
  • Lead and manage a team of estates and facilities professionals, ensuring effective collaboration and communication.
  • Ensure compliance with relevant laws, regulations, and standards, including health and safety, environmental, and accessibility requirements.
  • Develop and maintain effective relationships with stakeholders, including staff, patients, visitors, and external partners.
  • Manage and mitigate risks associated with estates and facilities, including maintenance, repairs, and capital projects.
  • Develop and implement policies and procedures for estates and facilities management, ensuring alignment with organizational policies and procedures.
  • Provide leadership and guidance on estates and facilities-related projects, including capital projects, maintenance, and repairs.
Requirements
  • Degree in a relevant discipline, such as estates management, facilities management, or a related field.
  • Post-graduate qualification at doctorate level (or equivalent) in a relevant discipline.
  • Chartered professional registration or accreditation in a relevant discipline (e.g., RIBA, CIOB, RICS, CIBSE, etc.).
  • Project management qualification or equivalent level of experience.
  • Evidence of continuing professional development (CPD) and leadership development.
  • Significant senior management experience in a large organization in estates and facilities management.
  • Experience of managing major change and shaping the future, with strategic and budget-setting experience.
  • Experience of effective partnership working with other organizations at a senior level, preferably in a mix of public, private, and voluntary sectors.
  • Experience of establishing effective financial control procedures.
  • Strong commercial and contracts management experience to ensure robust financial, legal, and risk management.

  • Ability to demonstrate evidence of setting and achieving ambitious targets and implementing innovative solutions to improve services within tight financial constraints.
  • Understanding and broad knowledge of the whole NHS context, including knowledge of the national agenda and its impact on the estate/trust (desirable).
  • Technical, construction, and project management skills.
  • Highly effective interpersonal skills to lead complex negotiations and build strategic comprehension, with the ability to understand long-term or widespread implications of decisions.
  • Ability to write and present complex information, including the formation of business cases, tender specifications, and board reports and policies.
