Adult Health Systems Product Manager

We are seeking a highly skilled and experienced Adult Health Systems Product Manager to join our team at CRA GROUP LIMITED. The successful candidate will be responsible for managing the strategic and operational processes relating to the ICT strategy for Adult Social Care and Health Integration. This includes day-to-day operational responsibility and development of the primary case management systems (All Liquidlogic and OCC supplied modules) and other ICT solutions to assist with the integration of Health and social care systems. The ideal candidate will have a strong background in ICT management, with experience in leading the successful implementation of substantial change programmes and/or complex service developments in the public sector. They will also possess a detailed understanding of Local Authority workflow functions, data protection principles and legislation, and best practice in data security, information and records management. Additionally, they will have excellent written communication skills, including the ability to write clear policy and procedural documents, and be able to work with complex ideas and data to communicate them to a variety of audiences. The successful candidate will be able to manage a number of complex projects and initiatives concurrently, at all times keeping overall objectives in mind, retaining objectivity and prioritising tasks strategically when under pressure. They will also have a strong track record of financial and resource management, including the ability to estimate resource requirements to a reasonable degree of accuracy.
Key Responsibilities:
Management of the strategic and operational processes relating to the ICT strategy for Adult Social Care and Health Integration.
Day-to-day operational responsibility and development of the primary case management systems (All Liquidlogic and OCC supplied modules) and other ICT solutions to assist with the integration of Health and social care systems.
Leadership of the successful implementation of substantial change programmes and/or complex service developments in the public sector.
Development of a digital strategy for Adult Social Care and Health which will promote self-service and process efficiencies.
Management of contractual relationships with ICT system suppliers and liaison with the ICT Client Unit ensuring value for money for the Council.
Promotion of the effective use of ICT to support performance monitoring for managers.
Ensuring that all Adult Social Services electronic recording systems and the policies, procedures, and guidance that support them are developed in line with national and local requirements and expectations.
Ensuring that information systems and processes comply with relevant legislation and local policies and procedures.
Management of specific budgets (capital and revenue as appropriate).
Release management of all supplier case management systems upgrades.
Provision of Project and Change Management to all other ICT related projects directed by Adult Social Services, in particular related to Health integration.
Identification and/or advice to Adult Social Care on required system enhancements, submission of change requests, negotiation on cost, and provision of necessary supporting documentation to suppliers to schedule and coordinate system developments.
Attendance and contribution to supplier user groups and focus groups periodically throughout the year at supplier sites and venues.
Attendance at Senior Management Team and Team Meetings to provide advice on Adult Social Care ICT strategy and project.
Liaison with Policy and Performance Team to assist them in the production of all local and statutory reporting by providing social care practice application and systems administration knowledge.
Review and development of the structures, procedures, and working methods for which the post holder is responsible to ensure an integrated, effective, and efficient approach to the delivery of services.
Maximisation of the use of new technology to ensure efficient and effective delivery of services to residents.
Direct management of relevant operational staff, as well as occasional project staff and consultants.
Monitoring of the safeguarding responsibilities, performance, and training of the team members that are under the line management of this post.
Ensuring that staff are recruited, managed, appraised, and developed, and that effective arrangements are made for the training and development of all staff within the department to meet service needs and to provide equality of opportunity for all employees.
Keeping abreast of new technology and market development within the Adult Social Care sector.
Utilisation, identification, and exploration of opportunities for technology to be used to support improved/more efficient service delivery.
Presentation of timely and relevant advice and information to Members, and ensuring that Group Leaders are briefed on major and sensitive issues.
Prompt dealing with all matters requiring the post holder's personal attention.
Full conversance with relevant statutory provisions and the Council's constitution, processes, and procedures; development of the full range of managerial and professional skills and knowledge to satisfy the requirements of the post.
Establishment and development of effective working relationships and productive partnerships with all the relevant partners, including those in education, health, social services, independent, and voluntary sectors.
Requirements:
Experience of working at a senior level in an organisation.
Significant experience in a management role with direct responsibility for information systems and/or social work recording practice.
Experience of leading the successful implementation of substantial change programmes and/or complex service developments in the public sector.
Professional qualification in an area relevant to the post, such as management, projects or programme management, ICT or social work.
Ability to build successful working relationships with colleagues and partners across the Council, partner agencies, central government, and other local authorities.
Experience of commissioning providers to devise and develop integrated systems which will impact on partners and clients.
Ability to create a safe, responsive, and open working environment in which staff are equipped, motivated, and empowered to deliver excellent results through effective teamwork, development, feedback, and recognition.
Detailed understanding of Local Authority workflow functions.
Experience of working with the Liquid Logic (supplier) and its products.
Detailed understanding of data protection principles and legislation and best practice in data security, information, and records management, and their application in the Adult Social Services setting.
Ability to manage a number of complex projects and initiatives concurrently, at all times keeping overall objectives in mind, retaining objectivity, and prioritising tasks strategically when under pressure.
Knowledgeable of project management frameworks and relevant tools and techniques.
Ability to apply techniques of business process mapping and business process re-engineering to analyse service needs and deliver improvements to working practices.
Excellent written communication skills, including the ability to write clear policy and procedural documents.
Ability to work with complex ideas and data and to communicate them to a variety of audiences.
Strong influencing and negotiating skills, with the ability to persuade stakeholders at all levels, especially senior managers.
Knowledgeable of methods and techniques for negotiating the supply of services and managing delivery against agreed criteria and service levels.
Strong track record of financial and resource management, including the ability to estimate resource requirements to a reasonable degree of accuracy.
