Position Overview:
The role involves supporting the administration and oversight of the Council's Permit Scheme for Roadworks and Streetworks, ensuring adherence to the Statutory Guidance and National Conditions as stipulated by the New Roads and Street Works Act (NRSWA) 1991 and the Traffic Management Act (TMA) 2004. The primary goal is to minimize disruption for all road users while facilitating the safe and efficient flow of traffic, including pedestrians.
Key Responsibilities:
1. Review and process permit applications with precision and efficiency, adhering to established timelines and compliance with the Statutory Guidance and National Conditions relevant to the local Permit Scheme.
2. Collaborate with team members to coordinate permits, addressing any conflicts, refusals, or requests for variations promptly. Engage with utility companies to reach satisfactory resolutions. Work alongside Street Works Officers to assist in the management of Temporary Traffic Regulation Orders, Roadspace Bookings, and Licenses.
3. Maintain accurate and up-to-date records in accordance with permit protocols, NRSWA, and TMA regulations.
4. Support investigations related to Section 74 and Fixed Penalty Notices (FPNs), determining responsibility and charge liability while maintaining thorough documentation for comparison purposes.
5. Assist in the oversight of fees, fines, charges, and FPNs, ensuring compliance with the New Roads and Streetworks Act, Traffic Management Act, and associated Statutory Guidance and Codes of Practice.
Required Qualifications and Experience:
- Comprehensive understanding of the New Roads and Street Works Act 1991, Traffic Management Act 2004, and the relevant Statutory Guidance and National Conditions for Permit Schemes.
- Proficient in utilizing a computerized street works database system for analyzing and inputting street works notices and permits.
- Extensive experience with computerized mapping systems.
