Your role:

An exciting opportunity has emerged to engage in urban resilience initiatives within Greater Manchester, a city-region acknowledged by the United Nations as a global frontrunner in resilience. As a Business Consultant, the successful candidate will deliver emergency planning, response, and resilience services to the Councils in Greater Manchester. Working as part of the Greater Manchester Resilience Unit, a collaborative service established by the Councils, you will manage relationships with designated Councils while leading work programs that tackle specific risks or resilience challenges.

This role is situated within a broader multi-agency framework, with civil contingencies activities across Greater Manchester coordinated through the Greater Manchester Resilience Forum, a statutory partnership that unites over 80 organizations involved in emergency planning, response, and recovery.

The successful candidate will join the team at a crucial and demanding time as Greater Manchester's Councils pursue their resilience objectives outlined in the recent Trailblazer Devolution Deal agreed with Government, the Greater Manchester Resilience Strategy, and the UK Government's Resilience Framework.

About you:

The ideal candidate will possess outstanding communication and relationship management skills, enabling effective collaboration with senior managers, operational staff, and various stakeholders. You will demonstrate the drive, enthusiasm, and experience necessary to lead the development and delivery of services that align with the business needs of the Councils. The role requires the ability to thrive under pressure, manage competing priorities, and navigate fast-paced crisis situations. While experience in civil contingencies is advantageous, it is not a prerequisite.

Your responsibilities will include:

· Supporting the effective development and execution of emergency preparedness and response strategies in Greater Manchester's Councils.

· Collaborating with individual Councils to provide a focused, senior-level civil contingencies service that aligns business and civil contingencies agendas.

· Participating in an on-call rota, ensuring prompt responses to emergencies within Greater Manchester and offering expert guidance to Councils.

· Developing and implementing specific work programs centered around particular risks, response capabilities, and resilience challenges.

· Engaging in multi-agency efforts to enhance and solidify emergency preparedness, response, and recovery arrangements coordinated through the Greater Manchester Resilience Forum.

· Holding a valid driver's license, as this position is designated as a Casual Car User, requiring you to provide your own vehicle for work purposes. Casual Car User Allowance will be provided.

The successful candidate will also need to pass the Greater Manchester Police Vetting process.
