Role Description

The Investigation and Enforcement Services Directorate (IES) is dedicated to delivering and promoting a spectrum of investigative and enforcement actions, both civil and criminal, to uphold fair market practices and encourage high standards of corporate conduct. IES plays a pivotal role in enforcing statutory company and insolvency regulations, maintaining public trust in these systems, and addressing the harm inflicted on victims of fraudulent activities. The key responsibilities include:

  • Conducting investigations into companies and individuals misusing the corporate and insolvency frameworks.
  • Disqualifying unfit directors.
  • Winding up companies that operate against the public interest.
  • Investigating and prosecuting criminal offenses.
  • Raising awareness about enforcement actions taken.
  • Collaborating with other enforcement bodies across Government.

The Criminal Investigation Team is tasked with executing criminal investigations related to insolvency and corporate offenses, supporting the Agency’s objective to combat financial misconduct. The team collaborates closely with civil investigation units, our internal Legal Services Directorate, and other law enforcement partners to fulfill our governmental strategies. We focus on targeting offenses under the Companies House Reform Legislation and other areas, including the misuse of government-backed Covid recovery funds.

We are seeking criminal investigators for the Criminal Investigation Team North, who will be integral to the team, conducting criminal investigations primarily under the Insolvency Act 1986, Companies Act 2006, Company Directors Disqualification Act 1986, Fraud Act 2006, Theft Act 1968, and Economic Crime and Transparency Act 2023. The role involves reporting to the Investigation Manager and the Chief Investigator.

This position will require regular attendance at the designated office in line with a hybrid working model. Frequent travel will be necessary to gather witness statements and interview suspects, along with meetings with stakeholders and other regulators. Flexibility regarding work hours is essential to meet business demands, including occasional evening or weekend work in compliance with the European Working Time Directive.

Key Responsibilities

  • Investigate a variety of criminal offenses, including complex fraud, bankruptcy, insolvency, and Covid-related offenses. Collect detailed witness statements in accordance with relevant legislation.
  • Conduct interviews with individuals suspected of offenses, adhering to established legal frameworks.
  • Prepare comprehensive case files with evidence-based reports suitable for criminal court proceedings, often under tight deadlines.
  • Collaborate closely with management to effectively oversee your caseload, ensuring quality and compliance with legislative requirements.
  • Engage with the Agency’s legal team and external counsel, contributing to discussions and potentially serving as a witness in court.
  • Support team performance and contribute to achieving team objectives while promoting continuous improvement and maintaining investigation standards.

Candidate Profile

Essential Qualifications

  • Extensive experience in criminal or fraud investigations, ideally within a Government Department, Police Service, or similar organization within the last two years.
  • Strong team player with excellent communication skills, capable of collaborating with law enforcement professionals.
  • Exceptional analytical abilities.
  • Membership in the Government Counter Fraud Programme or willingness to join.
  • Thorough understanding of criminal evidence rules and relevant legislation.
  • Ability to plan and prioritize investigations effectively.
  • Calm, authoritative, and adaptable demeanor with strong problem-solving skills.
  • Knowledge of bankruptcy and corporate legislation.
  • A valid UK driving license is essential; having a personal vehicle is advantageous.

Desirable Qualifications

  • Professionalising Investigations Programme (PIP) level 2 accredited investigator.
