Role Description

The Investigation and Enforcement Services Directorate (IES) is tasked with executing and promoting a variety of investigative and enforcement actions, both civil and criminal, to uphold fair and transparent markets and encourage high standards of corporate conduct. IES plays a pivotal role in enforcing statutory company and insolvency regulations to maintain public trust and address the harm inflicted on victims of fraudulent activities. The primary responsibilities include:

  • Conducting investigations into companies and individuals exploiting the corporate and insolvency frameworks.
  • Disqualifying unfit directors.
  • Winding up companies operating against public interest.
  • Investigating and prosecuting criminal offenses.
  • Raising awareness of enforcement actions taken.
  • Collaborating with other enforcement agencies across Government.

The Criminal Investigation Team is responsible for carrying out criminal investigations related to insolvency and corporate offenses, supporting the Agency's goal of combating financial misconduct. The team collaborates closely with civil investigation teams, our internal Legal Services Directorate, and other law enforcement partners to fulfill our governmental strategies. We focus on targeting offenses under the Companies House Reform Legislation and other areas, including the misuse of government-backed Covid recovery funds.

We are seeking criminal investigators for the Criminal Investigation Team North, who will be integral to the team, conducting criminal investigations primarily under the Insolvency Act 1986, Companies Act 2006, Company Directors Disqualification Act 1986, Fraud Act 2006, Theft Act 1968, and Economic Crime and Transparency Act 2023. The role involves reporting to the Investigation Manager and the Chief Investigator.

Regular attendance at the selected office is required as part of a hybrid working model, with a 60% office attendance expectation. The role will involve travel for witness statements and suspect interviews, as well as meetings with stakeholders and other regulators. Flexibility regarding the length and timing of the working day is essential to meet business demands, including occasional evening or weekend work in compliance with the European Working Time Directive.

Key Responsibilities

  • Investigate a variety of criminal offenses, including complex fraud, bankruptcy, insolvency, and Covid-related offenses. Gather detailed witness statements in accordance with relevant legislation.
  • Conduct interviews with individuals suspected of offenses under applicable laws.
  • Prepare comprehensive case files with evidence-based reports suitable for court proceedings, adhering to strict timelines.
  • Collaborate closely with management to effectively manage caseloads, ensuring quality and compliance with legislative requirements.
  • Engage with the Agency’s legal team, taking the lead on follow-up actions from criminal cases and attending court as necessary.
  • Contribute to team performance and target achievement while promoting continuous improvement and maintaining investigation standards.

Essential Qualifications

  • Demonstrable experience in criminal or fraud investigation, ideally within a Government Department, Agency, or Police Service within the last two years.
  • Strong communication skills and a collaborative approach to working with law enforcement professionals.
  • Excellent analytical abilities.
  • Willingness to join the Government Counter Fraud Programme.
  • In-depth knowledge of criminal evidence rules and relevant legislation.
  • Ability to plan and prioritize cases effectively.
  • Adaptable and problem-solving mindset with a calm demeanor.
  • Understanding of bankruptcy and corporate legislation.
  • A full UK driving license is essential; owning a vehicle is desirable.

Desirable Qualifications

  • Professionalising Investigations Programme (PIP) level 2 accredited investigator.
