An exceptional opportunity has emerged to become a part of the South East London Cancer Alliance (SELCA) team in the capacity of a Cancer Quality Improvement Lead. We seek a motivated and proactive individual with a background in NHS clinical, research, or senior operational roles, who possesses a proven track record in managing change initiatives and enhancing quality improvement projects.

You will be integrated into our dedicated team of Cancer Quality Improvement Leads, each tasked with the focused management of specific SELCA Tumour Groups, facilitating transformative changes throughout South East London. This role will emphasize national objectives and local strategies within healthcare provider organizations, necessitating collaboration with provider entities and primary care professionals to conceptualize and execute projects.

The capability to operate at a senior level within a multifaceted organizational framework to drive service and organizational change is crucial for success in this position. Additionally, the ability to think critically, act decisively, and work adaptively while maintaining a clear focus on overarching priorities is essential.

Our committed and welcoming team is dedicated to enhancing cancer services across South East London, ultimately improving the experiences of patients with suspected or confirmed cancer diagnoses. The vision of SELCA is to deliver exemplary cancer services to our patients by enhancing access, clinical outcomes, patient experiences, and quality of life for the South East London population, grounded in national and international standards and evidence.

Key Responsibilities

The primary objectives of this role include:

  • Collaborating with the SELCA team to support the execution of the Tumour Group clinical work program, aligning with NHSE Long Term Plan and National Cancer Programme objectives.
  • Partnering with clinical and operational management teams to achieve established priorities, ensuring safe, effective, and timely access to diagnostics and treatments across the region.
  • Working closely with the Chairs of the relevant SELCA Tumour Groups to organize and facilitate timely, relevant, and clinically appropriate Tumour Group meetings.
  • Collaborating with other SELCA team members to exchange expertise, insights, and best practices.
  • Driving improvements to maintain performance against cancer access standards, particularly for patients with care pathways that span multiple hospital sites.
  • Enhancing the experiences of cancer patients and improving their quality of life through the promotion of excellence in clinical care, research, and education.
  • Ensuring quality assurance of cancer services across the system to minimize variation.
  • Guaranteeing that the clinical program plays a pivotal role in reducing unwarranted variation and addressing disparities in access, treatment, outcomes, and experiences for the SEL population.
  • Supporting the implementation of integrated services, pathways, and innovative cancer service models through collaborative efforts across South East London, fostering a sense of collective responsibility.

Job Responsibilities

Project Management

  • Designing and leading the advancement and execution of components of the SELCA Clinical Work Program for one or more Tumour Groups.
  • Managing a complex and diverse portfolio, adapting to changing circumstances while consistently demonstrating measurable change and delivery of outcomes.
  • Utilizing methodologies and approaches to facilitate transformational change, maximizing quality and enhancing patient experience.
  • Adapting existing or creating new strategies to enable the delivery of outstanding care models for cancer patients.
  • Ensuring that Tumour/Cross-cutting Groups play a central role in minimizing unwarranted variation and addressing inequalities in access, treatment, outcomes, and patient experiences.
  • Capturing and sharing insights from other Cancer Alliances to contribute to best practice thinking on future delivery models and strategies.
  • Monitoring compliance to ensure that service changes align with best practices.
  • Providing timely updates and outcomes to Programme Leads and the Senior Leadership Team within SELCA, producing clear documentation of work outputs and appropriately storing these on network drives.
  • Completing relevant reports and feedback for submission to the boards of appropriate NHS partner organizations, including data and financial analysis, and rationale for changes in service provision.
  • Supporting the development of new local protocols and guidance across South East London, influencing and ensuring adoption across organizational departments and services.
  • Meeting predefined objectives through independent working and leadership styles across various environments, including managing conflict, negotiating, and driving change.

Stakeholder Management

  • Successfully uniting diverse and complex stakeholder groups, including those with differing agendas, to achieve mutually agreeable outcomes and deliverables.
  • Managing, motivating, persuading, and influencing multiple stakeholders and partners to ensure the timely completion of work across various NHS and voluntary organizations.
  • Professionally advocating on behalf of SELCA.
  • Effectively engaging with diverse patient groups to involve and engage users and caregivers in the delivery of service and pathway transformation and improvements.
  • Liaising with all relevant stakeholders to negotiate the scope, size, and timelines of projects, understanding the level of project management and support required.

Delivery / Technical Aspects

  • Delivering significant change in a measurable manner, ensuring that transformational changes are accurately recorded, effectively implemented, and fully sustainable.
  • Supporting the SELCA Tumour Group Programme Lead and Associate Director in aspects of program management and reporting to regional and national teams.
  • Effectively implementing service improvements using appropriate techniques and approaches.
  • Leading the development and execution of audit activities to measure service change and sustainability, involving data collection and analysis, ensuring consistent data collection.
  • Presenting evidence and recommendations for service change to a range of audiences, including senior stakeholders, patient representative groups, and public forums.

Resource Management

  • Contributing to the development and process of SELCA budget planning for relevant areas, highlighting specific concerns related to capacity and needs within their specialty.
  • Supporting the recruitment, mentoring, and training of future SELCA staff as required.
  • Accommodating and delegating responsibilities among a cohort of project managers or service staff to support delivery changes across multiple services.
  • Working flexibly within the team as required, with the potential for line management responsibilities as needed.

Qualifications

Essential

  • Master's Degree or other postgraduate qualifications, or equivalent experience.
  • Evidence of ongoing professional development in service improvement and quality enhancement within an NHS clinical or research environment.

Skills

Essential

  • Advanced communication skills, both written (complex report writing) and verbal (formal presentation skills).
  • Confident understanding of routine NHS data and its application to support service improvement.

Experience

  • Proven experience and capability in clinical service management and delivery of quality improvement within NHS organizations.
