· Evaluate scenarios from a financial, commercial, or business viewpoint; offer relevant financial counsel to facilitate complex business decisions.

· Business Partners will engage with all stakeholders to optimize the use of limited financial resources, providing necessary strategic financial insights and support.

· Address government and professional consultations, implement best practice frameworks, and fulfill additional requirements as needed.

· The primary focus of this role is to deliver an effective Business Partnering function and contribute to the development of policies and service enhancements required for this function.

· Ensure finance personnel deliver services efficiently within a professional business context.

· The post-holder should possess a comprehensive understanding of both theoretical and practical financial knowledge.

· Provide informed advice and support that reflects expertise and customer orientation, managing revenue monitoring, capital oversight, budget formulation (both revenue and capital), Medium Term Financial Strategy (MTFS) development, and account closure.

· Support the council's leadership at all levels and devise strategic responses to the financial challenges faced by the services being supported.

Key Responsibilities:

· Lead the provision of financial advice and support for the specified service area, particularly concerning revenue and capital monitoring, savings delivery, and budget formulation and closure processes.

· Ensure financial information is pertinent and balanced, reaching decision-makers at the appropriate level.

· Utilize financial data analytics to enhance budget monitoring and long-term financial planning where applicable.

· Collaborate with services to guarantee the accuracy of data entered into systems and proper responses to system outputs.

· Spend time within the designated service area to integrate into the management team and develop a thorough understanding of the supported service.

· Ensure that managers in supported service areas receive necessary financial management training and are familiar with Financial Regulations, particularly regarding the responsibilities of directors and budget holders/managers, as well as the approval process for decision-making.

· Regularly assess and report on identified financial risks and opportunities within the supported delivery unit or commissioning area, advising on risk mitigation and opportunity exploitation.

· Inform the Strategic Business Partners of any issues that should be escalated to the Chief Financial Officer regarding funding, financial management, and accounting obligations related to the services managed.

· Collaborate closely with Strategic Business Partners to enhance the Integra Financial Management System, working with designated service areas and the team responsible for its maintenance and development to drive improvements.

· Lead, manage, and inspire staff through effective communication, professional guidance, and development in line with the council's policies and procedures.

· Maintain a customer-focused approach and foster self-service initiatives to reduce reliance on finance support.

· Provide comprehensive advice and support to Members, management boards, directors, and deputy directors on a wide range of issues within the role's scope.

· Ensure robust financial support for programs and projects.

· Undertake additional tasks and responsibilities as directed and appropriate to the role's grade.

· Act as a deputy for the Strategic Business Partner when necessary.

Essential Experience:

· Strong background in accounting and budgeting, with a solid understanding of local government finance frameworks, accounting principles, statutory requirements, and relevant codes of practice.

· Awareness of key issues affecting local government and an understanding of the national policy landscape and future directions for local authorities.

· Excellent interpersonal, communication, and presentation skills, with a proven ability to effectively convey information to diverse audiences across the organization, both financial and non-financial.

· Experience in participating in Member Committees and/or corporate/board meetings, along with financial appraisals, modeling techniques, and business case development.

· Proven staff management experience with the capability to lead and develop a team.

· Experience in implementing change programs.

Essential Qualifications:

· Qualified CCAB Accountant or equivalent relevant finance qualification.

· Commitment to ongoing professional development.

Responsible for:

· Daily management of up to 6 full-time equivalents (FTE).

· Providing financial management guidance to service managers overseeing budgets of up to £200 million.

Additional Information:

· This position is classified as Inside IR35.
