We are seeking a highly experienced Senior Commercial Manager to join our team at the West of England Combined Authority. As a key member of our Commercial team, you will be responsible for developing and implementing commercial and supply chain management strategies to deliver projects worth over £1 billion from Government funding.

Key Responsibilities
  • Develop sourcing and procurement activities that support key business objectives.
  • Develop and execute a long-term strategy to facilitate improvements for Procurement Services.
  • Ensure the execution of procurement strategies across the Combined Authority to ensure consistent and high-quality value delivery.
  • Implement best practices in procurement and supplier management to support commercial and operational objectives.
  • Ensure the execution of standards, controls, policies, procedures, and performance metrics to effectively and efficiently manage the acquisition and reporting of third-party spend across the Combined Authority.
Requirements
  • Extensive commercial management experience in the delivery of large-scale infrastructure and transport major projects (£multi-billion).
  • Commercial management of significant construction/transport contracts and negotiating contract changes.
  • Presenting complex information to a range of key stakeholders to secure buy-in and engagement.
  • Experience of establishing and growing both commercial and procurement services, particularly in an infrastructure delivery environment.
  • Experience of detailed analysis of data relating to the review of costs and savings.
  • Providing coaching and mentoring at a management level to support the embedding of a value for money culture.
  • A successful track record of engaging effectively with others at a senior level and building productive partnerships with key stakeholders.
