Job Title: Development Viability Specialist

The North Yorkshire Council's Planning Services play a crucial role in shaping the future of the area, ensuring that development needs are met while maintaining a high quality of life.

Job Summary:

We are seeking a highly skilled Development Viability Specialist to join our team. The successful candidate will be responsible for providing specialist advice on development viability, working closely with the Planning Service to ensure that development schemes are viable and meet the Council's policies.

Key Responsibilities:
  • Provide viability information and evidence to support the delivery of strategic development sites
  • Carry out appraisals of masterplans and parameter plans to ensure viability
  • Input into the local plan and review financial viability appraisals submitted as part of planning applications
  • Lead on and provide critical review of Financial Viability Appraisals submitted as part of pre-applications and planning applications
  • Negotiate with applicants and viability consultants to secure delivery of necessary infrastructure and affordable housing
  • Develop and review guidance notes to support the submission and review of Financial Viability Appraisals
  • Lead on inputs required to support the preparation of the local plan in relation to viability
  • Prepare and present specialist evidence on viability at public examinations, local inquiries, and other public meetings
Requirements:
  • RICS accredited degree or postgraduate RICS accredited degree
  • Comprehensive knowledge and excellent understanding of development viability at national, regional, and local levels
  • Extensive experience in undertaking economic appraisals, including reviewing Financial Viability Appraisals as part of the planning process
  • Knowledge of Section 106 legal agreements, including related legislation and policy guidance
  • Experience in analysing and interpreting data and outcomes
  • Ability to work across organisational boundaries and develop effective relationships
