Role Description

The Finance Business Partnering team plays a crucial role in providing budget holders within the ICO with essential financial guidance and support, enabling optimal resource utilization. Acting as the primary contact within the Finance Directorate for designated departments, the team ensures a cohesive financial perspective across the organization. This collaborative team is committed to offering insights and challenges regarding efficiencies, aligning expenditures with organizational priorities, and conducting financial analyses.

Key Responsibilities

  • Collaborate with fellow Finance Business Partners to create a comprehensive overview of the finance business partnering function across the organization.
  • Deliver timely and accurate financial information to influence decision-making within your area of responsibility.
  • Assist budget holders in developing and monitoring effective budget plans, supported by Assistant Finance Business Partners and other Finance team members.
  • Advise on the affordability and prioritization of business plans, ensuring departmental spending remains within established financial limits.
  • Work alongside People Services Business Partners to oversee headcount planning and resource allocation in alignment with business objectives.
  • Provide expert advice on expenditure types, accounting practices, and compliance with financial controls.
  • Contribute to the enhancement of the finance directorate's capabilities, aligning with the ICO's vision and objectives.
  • Support the professional growth of team members in accordance with ICO policies.
  • Take a leadership role within the finance directorate, guiding and developing a team of finance professionals to achieve collective goals.
  • Develop financial models for business cases, engaging with finance and stakeholders throughout the process.
  • Understand and advise on governance processes for changes based on financial tolerances.
  • Offer insights to facilitate data-driven decision-making, collaborating with colleagues at all levels to achieve shared objectives.
  • Act as a deputy for the Head of Finance as required in areas of delegated responsibility.

Candidate Profile

Essential Qualifications (Application Stage)

  • Fully qualified accountant (CCAB or equivalent) with current CPD.
  • Extensive experience in a similar role, preferably within the public sector.
  • Proven track record in leading, managing, and developing teams to enhance individual contributions and achieve objectives.
  • Strong literacy and effective written communication skills for financial reporting.
  • Experience in identifying and implementing improvements in finance processes and policies.

Essential Qualifications (Interview Stage)

  • Experience in supporting non-financial personnel in delivering accurate financial performance reports.
  • Strong analytical and numerical skills with the ability to identify and address emerging issues.
  • Excellent interpersonal skills, capable of managing conflicts and maintaining positive relationships with team members and stakeholders.
  • Able to manage a demanding workload with competing priorities.
  • Up-to-date knowledge of public sector finance trends and practices, including double-entry bookkeeping.
  • Exceptional written communication skills, including the ability to prepare financial reports and develop complex business cases.

Benefits
