Lead Procurement Analyst: This role presents an exceptional opportunity for a seasoned and innovative Lead Procurement Analyst to join a centralized procurement team at Peregrine. The successful candidate will play a pivotal role in the execution of a critical IT initiative, which encompasses several interconnected procurement projects and negotiations.

The individual will be tasked with formulating commercial strategies to guarantee the effective execution of all procurement activities associated with this initiative while also providing support across various sectors of the team. A strong background in strategic procurement is essential for this position.

In this capacity, the candidate will collaborate closely with the IT department to identify requirements, lead market engagement, and oversee the successful delivery of multiple procurement exercises. Additionally, the role involves strategic sourcing and commercial management of designated goods, services, and works, aimed at maximizing cost efficiencies through the adoption of best procurement practices.

The successful candidate will take charge of their assigned commodity portfolio, with a focus on achieving value for money in alignment with business needs, minimizing risks, and delivering sustainable procurement results. A relevant degree or equivalent experience in a strategic procurement setting is required.

Key Requirements:
  • A degree in a relevant discipline or equivalent experience; substantial relevant experience may be considered in lieu of a degree.
  • Experience in supply chain management and/or category-focused procurement, including tendering, contracting, and negotiation.
  • Proven ability to effectively prepare, plan, and deliver training on tactical and strategic procurement methodologies and legislation to various stakeholders, including senior management.
  • A track record of securing value for money through tendering and other initiatives.
  • Experience in navigating complex challenges and circumstances, utilizing initiative and sound judgment.
  • Proficiency in developing, reviewing, and updating policies and procedures in accordance with best procurement practices and legislation.
  • Strong computer skills with a solid understanding of MS Office applications (Excel, Word, PowerPoint, Project, Access).
  • Excellent relationship and stakeholder management skills.
  • Ability to handle challenging situations and conversations, with well-developed influencing skills and the capacity to appropriately challenge existing perspectives.
  • Familiarity with e-procurement or e-sourcing tools.
Preferred Qualifications:
  • Membership in the Chartered Institute of Purchasing and Supply (MCIPS), progress towards MCIPS, or other relevant professional qualifications, along with evidence of continuous professional development (highly desirable).
  • In-depth knowledge of Government Procurement Agreements (GPA) and Scottish Public Sector procurement regulations, demonstrating an understanding of the legal context surrounding procurement activities and their implications.
