RURAL TEAM MANAGER - HEART OF THE SOUTH WEST TRADING STANDARDS SERVICE
The Heart of the South West Trading Standards Service is seeking a Rural Team Manager to enhance our Management Team.
The Service is a collaborative effort by Devon, Plymouth, Somerset, and Torbay Local Authorities, recognized as one of the largest Trading Standards Services in the UK.
Our jurisdiction spans two coastlines, Dartmoor & Exmoor National Parks, and numerous areas of exceptional natural beauty. Key locations include the historic city of Exeter, the port of Plymouth, the county town of Taunton, and the renowned 'English Riviera' in Torbay.
Our Service is dedicated to a wide array of regulatory and business support activities that are vital for economic development, public safety, and consumer protection. We aim to be innovative in our service delivery, ensuring excellent customer service and a supportive work environment.
As an intelligence-driven Service, we are committed to assisting businesses while tackling serious criminal activities related to trading standards legislation. When necessary, we utilize the Proceeds of Crime Act to reclaim assets derived from criminal actions.
The Rural Team Manager will oversee the daily management of a team of Trading Standards Officers (TSOs) who perform diverse roles in support of the Service's enforcement activities within rural communities.
Key responsibilities include:
- Overseeing and executing a schedule of inspections at agricultural sites and critical control points, including markets, abattoirs, farms, feed mills, and docks.
- Managing related initiatives such as Mental Health in Farming and Future Farm Resilience, leveraging officer expertise and resources across the Service.
- Addressing complaints and inquiries, delegating tasks to team members as necessary.
- Collaborating with Business Support and Innovation Teams on project initiatives and networking opportunities.
- Working closely with officers from other teams for additional support and resources.
- Handling all relevant team investigations, both simple and complex, in conjunction with Regulatory Support Compliance and Investigations Teams.
- Issuing Fixed Penalty Notices and Improvement Notices, while developing policies regarding the issuance of penalties in collaboration with the Legal Process Manager and Legal Lead Officer.
- Being prepared to support the advocacy efforts of the Service.
In partnership with fellow Team Managers, you will supervise, motivate, and develop Trainee TSOs and experienced TSOs, guiding them to adapt and engage with the community effectively. You will ensure appropriate enforcement actions are taken, including prosecution when necessary, while focusing on disruption methods as alternatives to prosecution where applicable. Providing victim support will also be a priority.
We are looking for a Team Manager who possesses the drive, creativity, and enthusiasm to lead this team; someone who can adopt an innovative approach to service delivery and is dedicated to continuous improvement.
The ideal candidate will be an experienced investigator capable of managing a comprehensive range of trading standards investigations. Advocacy experience in court is advantageous, but we are committed to providing training and development opportunities.
A solid understanding of rural issues and farming practices is beneficial, as you will be required to manage complex and sensitive animal welfare cases, where empathy and consistency are essential for achieving positive outcomes.
The successful candidate will need to undergo NPPV Police vetting.
The Heart of the South West Trading Standards Service offers flexible/hybrid working arrangements to meet service needs, allowing for a combination of home and office work.
There is an expectation for in-person attendance at certain meetings and events, and due to the extensive geographical area covered, some travel will be necessary.
