Position Overview:

The role involves supporting the execution and administration of the Council's Permit Scheme for roadworks and streetworks, adhering to the guidelines set forth by the Statutory Guidance and National Conditions for Permit Schemes as outlined in the New Roads and Street Works Act (NRSWA) 1991 and the Traffic Management Act (TMA) 2004. The objective is to minimize disruptions for road users while ensuring that all permits are reviewed, coordinated, and managed with precision and efficiency, facilitating the safe and smooth flow of traffic, including pedestrian movement.

Key Responsibilities:

1. Evaluate and process permit applications with accuracy and efficiency, adhering to established timelines and compliance with the Statutory Guidance and National Conditions.

2. Collaborate with team members to coordinate permits, addressing any conflicts, refusals, or variation requests promptly. Engage with utility companies to reach satisfactory resolutions.

3. Work alongside Street Works Officers to assist in the management of Temporary Traffic Regulation Orders, Roadspace Bookings, and Licenses.

4. Maintain comprehensive, accurate, and up-to-date records in accordance with permit procedures, NRSWA, and TMA legislation.

5. Support investigations related to Section 74 and Fixed Penalty Notices (FPNs), determining responsibility and charge liability, and managing correspondence with utility companies.

6. Assist in overseeing fees, fines, charges, and FPNs, ensuring compliance with the New Roads and Street Works Act, Traffic Management Act, and associated statutory guidance and codes of practice.

Essential Qualifications and Experience:

- In-depth knowledge of the New Roads and Street Works Act 1991 and the Traffic Management Act 2004, along with the relevant statutory guidance and national conditions for permit schemes.

- Proficiency in utilizing computerized street works database systems for analyzing and inputting street works notices and permits.

- Extensive experience with computerized mapping systems.
